A vibrant technological change does not only affect the country’s industry and economy, but it also affects the country’s education, which requires a change in line with rapid growth. In countries as Palestine and Jordan, schools and firms share responsibility for providing technical and vocational education, a model often called the ‘dual system of vocational training and education.’ The dual system means that occupational training occurs at two linked sites, educational institutions and workplaces, so it is highly recognized worldwide due to its combination of theory and practice embedded in a real-life work environment. Dual systems are expected to strongly support a successful transition of young people from school to work and to guarantee a skilled workforce as a prerequisite for a successful economy, so it has gained increased attention worldwide, contributing to reducing youth unemployment internationally. In addition to increasing the opportunities of young females to be employed, by building their capacities. However, a regulatory framework such as a model has not been adopted in Palestine nor in Jordan yet despite the attempts of creating ad hoc and pilot programs. Therefore, the project consortium comprises the College of Applied Professions at PPU in Palestine, and the Khawarizmi University Technical College KUTC in Jordan, that provide vocational education and training programs and services, in collaboration with European partners: Instituto Superior Técnico/Universidade de Lisboa & European Association of Institutes for Vocational Training, in addition to the Associated Partners, which are "Accreditation and Quality Assurance Commission- Ministry of Higher Education in Palestine, University College of Applied Sciences “UCAS” in Gaza - Palestine, & Federation of Palestinian Chambers of Commerce, Industry, and Agriculture"; in order to transfer leading European expertise in the fields of Dual VET by adapting and tailoring a viable Model for Dual VET.
