START-Cam fosters structural reform of Cambodian HE Sector (CHES) for inclusive transition to HE: equitable access, stronger retention & academic success rates for vulnerable groups. As a structural project, it supports Global Gateway strategy of “investing in quality education, paying attention to the inclusion of vulnerable groups”, so as to enhance competitiveness of Cambodia with more diverse population getting access to decent jobs. This cross-sectoral project brings together HE & Upper Secondary School Sectors (USS) actors, with students – incl. from vulnerable groups – working with academics, institutional & national HE authorities to: - Equip actors who support future students – esp. vulnerable groups - preparing for transition to HE during USS stage with necessary information, didactic & CPD resources; - Introduce curriculum innovations to strengthen retention & academic success in 1st-year STEAM courses; - Set up support structures required to make transition to HE inclusive, esp. for vulnerable groups; & - Create mechanisms for Cambodian HE authorities, institutional policy makers, students from vulnerable groups & faculty members to engage in joint actions focused on sustaining & extending the structural reform. The required structural changes are accomplished by MoEYS - the highest HE authority in Cambodia, NIE - the teacher training provider, 4 leading Cambodian HEIs & EU partners highly experienced in supporting transformation towards inclusivity & student-centeredness. 28 dissemination events help reach all CHES & USS sector actors & encourage the 2 sectors to commit to sustaining the reform promoted by START-Cam. The project will benefit (1) all future Cambodian students & learners, esp. from vulnerable groups, (2) CHES, (3) Cambodian USS sector & (4) Cambodian society at large; while offering resources (H)E systems beyond Cambodia can use to promote sustainable growth & more equitable access to HE &, thus, decent work.
