The Opening Collaboration for Education and Academic Networks (OCEAN) project aims to strengthen the internationalization capacities of higher education institutions (HEIs) in the Maldives (MV) and Papua New Guinea (PG). These remote and underrepresented regions face significant barriers to academic mobility, strategic partnerships, and international engagement. Limited institutional frameworks, lack of dedicated international offices, and geographic isolation further hinder their participation in global academic networks. OCEAN directly addresses these challenges by equipping MV/PG HEIs with the necessary tools, strategies, and expertise to enhance their international dimension. The project’s core objective is to foster institutional capacity-building, promote academic mobility, develop strategic internationalization policies, and integrate sustainable and inclusive education practices. OCEAN follows a structured approach: capacity-building (WP2) establishes Thematic Working Groups (WGs) across eight priority areas, including blended learning, academic mobility, international research, and green initiatives. WP3 translates training into action through pilot initiatives, reinforcing institutional autonomy in internationalization. WP4 ensures visibility, mainstreaming, and long-term sustainability through policy integration and strengthened regional cooperation. The co-leadership model empowers MV/PG HEIs to take ownership of their internationalization strategies, supported by experienced EU partners. The project’s expected impact includes improved HEI governance, increased participation in Erasmus+ programs, stronger EU-Pacific partnerships, and institutionalized internationalization frameworks. Sustainability is ensured through policy adoption, private sector collaboration, and ongoing Erasmus+ engagement, fostering long-term academic cooperation between the Pacific and Europe.
