Project summary

The Inclusivity For Students in Alliances (INST.ALL) project aims to tackle the ongoing challenges that hinder transnational cooperation in European Higher Education Institutions (HEIs), particularly in the realm of student rights and inclusivity. While the European Universities Initiative has significantly strengthened cross-border collaboration, persistent legal, and structural barriers continue to limit student participation and the implementation of a strong Social Dimension. INST.ALL seeks to bridge these gaps by advocating for policy changes and institutional reforms that ensure the upward convergence of student rights within University Alliances. Through a structured, participatory approach, the project will provide tools and methodologies to assess, identify, and address these challenges, aligning with key policy frameworks such as the EHEA Principles & Guidelines on the Social Dimension and ESU’s Student Rights Charter. INST.ALL will develop an Inclusivity Framework, offering concrete, evidence-based solutions to improve student representation and rights across diverse institutional and national contexts. INST.ALL will empower student councils by equipping them with the knowledge and tools necessary to advocate effectively, while also engaging European stakeholders in fostering systemic change in the governance of transnational higher education cooperation. To achieve its objectives, INST.ALL will combine research, capacity-building, and policy engagement. The project is particularly timely, as the European Commission has postponed the development of an EU-level Inclusivity Framework to 2026 or 2027—meaning INST.ALL can serve as a blueprint for its eventual implementation. The project will generate key resources, including mapping exercises, policy reviews, and a White Paper on Social Dimension challenges, while also fostering awareness and capacity-building, and engagement with the broader academic community within University Alliances.
