The European port sector, a cornerstone of EU trade and security, is undergoing a profound transformation. The twin green and digital transitions are creating an urgent and complex skills gap in the interconnected domains of Safety, Security, Resilience, and Digitalization (SSRD), which threatens the sector's future competitiveness. The COVE SShaRP project is a direct response, establishing a transnational platform for Vocational Education and Training (VET) excellence across six EU and neighbourhood countries. Our ambition is to create a future-ready workforce by co-designing industry-validated curricula and pioneering innovative, inclusive training methodologies. Our approach integrates cutting-edge learning technologies, including advanced simulator training, immersive VR/AR applications, and applied modules in AI and robotics. These modern learning pathways will be combined with structured work-based learning in real port environments and recognized through a robust certification system aligned with international standards, ensuring skills are both practical and portable. The project is built on a powerful alliance of VET providers, major port authorities, industry associations, and technology SMEs. This partnership is strategically reinforced by the involvement of national policy and industry governance bodies, ensuring project outcomes are embedded in national strategy and practice. COVE SShaRP will deliver a lasting impact: a self-sustaining skills' ecosystem that enhances the resilience and strategic autonomy of European ports, boosts workforce mobility through recognized qualifications, and creates a replicable model for VET excellence across the EU.
