According to OECD Education Policy Outlook 2015 "Making Reforms Happen" supporting schools is to raise the quality of teaching and learning that requires developing conducive learning environments and ensuring high-quality school leaders and teachers. As the quality of teachers is key for effective learning, EU countries have made this a policy priority, adopting broad strategies, defined standards or more targeted approaches to develop the teaching profession.
