The project needs are closely linked to the modernization and digitalization of everyday human activities. Internet and remote access to information, data and the boundless communication is an everyday part of our lives. Also the disclosure of the courses in the form of e-learning becomes an integral part of the training. The project is concerned with the increasing efficiency and equal opportunities for all participants regardless of where they reside, transport, health or other limitations. The project deals with a situation increasingly confronting the employment offices, when the non-performance of the course capacity in the respective locality prevents the course from being opened. The project deals with the needs of workers and employers, for whom an affordable e-learning training brings relief in the further education and training of workers, particularly from the standpoint of minimizing the costs and time loss. The modern concept of e-learning training provides at the same time an individual approach to the participants satisfying their needs and the level of previously acquired knowledge and skills. The target group of the project are 120 persons who are older than 16 years and who have already left their daily training and have entered the labour market. These persons are going to be trained during the term of the project in the framework of the verification and their opinions and observations / comments are going to be taken into account (adjustment) prior to the introduction of the respective courses into use. The output from the verification represents a contribution for the creation of new courses, because they often allow avoiding the same mistakes. The project activities are creation, implementation, pilot project, evaluation, adjustment and commissioning of the e-learning courses in the country of the applicant and two partners (Austria and the Federal Republic of Germany). The Austrian project partner (Austrian Institute for Vocational Training Research) was one of the first institutions of its kind in Europe and is the longest time well introduced educational research institution in Austria. The mission of the partner is to carry out quality research and development for the purpose of promotion and enforcement of activities and policies in the field of training and preparation. In recent years, öibf was involved particularly in the development of the Austrian National Qualifications Framework. In the past, öibf participated in several projects, which dealt with the teaching and learning methods, particularly with e-learning (teaching with the use of computer technology and Internet). The German project partner (Research Institute for Vocational Education and Training (f-bb) gGmbH) is a research institute for vocational training. The f-bb is one of the major research institutes for training and preparation in Germany. The focal points of f-bb include areas of vocational training, professional integration, certification and testing, continuing education, counselling, education and demography, learning with media (e-learning), scientific training and Europeanization of education. The output of the project will be 24 e-learning courses, including 7 courses based on the vocational training and education following the NQS system and 15 courses for lifelong learning for workers in helping professions and 2 courses to acquainted the participants with the learning environment. All courses are produced in Czech and German versions and they will be used by the applicant and by two partners for the target groups in the respective countries. As the secondary benefit of the project can be considered the connection between the applicant and the Czech Republic where there is working hard on NQS together with major institutions in neighbouring European countries, where is this system working well for many years and one can use the possibilities of information transmission. There can be assumed still other synergies and other involvement of organizations and countries in the region.
The MOPOV project reflects on the modernization, acceleration and digitization of everyday activities of each person. The Internet, online environment, entertainment and education and, of course, remote access to information, data or communication without borders are becoming an everyday part of all of us and are already an integral part of each of our lives. In today's hectic times, digitization is not only part of industrial enterprises, it has long entered the entertainment industry and is also entering the field of education, both in companies, government and non-governmental organizations. Currently, there are various digital networks from which we can draw a source of information, entertainment and education for ourselves. In the same way, online education in the form of e-learning is gaining prominence, both for companies, state organizations and non-governmental non-profit organizations. Thus, making courses accessible through e-learning is increasingly proving to be an integral part of lifelong learning. At the same time, e-learning is very effective in the form of access to education and offers equal access to all participants, regardless of their place of residence, traffic, health or other restrictions. He is able to solve a situation that is increasingly encountered not only by employment offices, where the non-fulfillment of the course capacity in a given place hinders the implementation. The project sought to address the needs of unemployed people, employees and employers, for whom available e-learning education brings relief from further education, especially in terms of minimizing financial costs and time lost in transport to the place of education in the case of full-time teaching. At the same time, e-learning enables an individual approach to participants, according to their needs and the level of knowledge and skills acquired so far. In addition, it turned out that in 2020, when the COVID-19 pandemic hit the world in the spring of that year, it was more than necessary to have accessible and high-quality educational e-learning courses. Within the project, 24 e-learning courses were created, of which 2 courses on how to move in the online environment were created by the partner bfz gGmbH (there was a change compared to the application, the reason was the reorganization of f-bb, including staffing), 2 Öibf courses (retraining in the field of national qualifications system) and 20 courses bfz ops and 5 courses in the field of national qualifications system bfz o.p.s .. All courses are in Czech and partly German language versions and are also used by the implementer and partners from Germany and Austria for target groups in the countries and the available EU platform.
