Project summary

Main aim in the project is to promote recognition and prior learning (RPL) in partners' countries among low-skilled adults in line with European Lifelong Learning implementation. The project takes into consideration EU priorities about RPL stated on 22 of December 2012, European Council Recommendation (2012/C 398/01) forces member states to set up RPL system on their countries stating ” have in place, no later than 2018, in accordance with national circumstances and specificities, and as they deem appropriate, arrangements for the validation of non-formal and informal learning. Similarly Turkish Lifelong Strategy and Implementation Plan 2014-2018, defines at the 5th priority “Developing recognition of prior learning system”. Under this priority, the 5.3th measure is foreseen “RPL system will be set up by 2018 across the nation” . Moreover, 2015 Joint Report of the Council and the Commission on the implementation of the Strategic framework for European cooperation in education and training (ET 2020) defines 6 priority areas and concrete issues for further work up to 2020. The 5th one is “Transparency and recognition of skills and qualifications to facilitate learning and labor mobility” In the scope of the aim, it is intended to set up an "RPL web-portal" leading adults nearest related certificate providers and "10 RPL Guides" giving adults counseling service about how and where to get certificate. RPL Certificate providers in partner countries are newly popping up. But to be able to reach these providers is still not easy and the process is long and complicated especially for low-skilled adults. Thus project will focus on giving counseling service to adults by web-portal tools and RPL Guide Team for face-to-face counseling. 10 RPL Guides will also train 80 participants (from public education centers, RPL certificate providers and relevant stakeholders) about RPL counseling and how to benefit web-portal. RPL Direct target group is especially low-skilled adults who have potential to be certified at level 2-3-4 and 5 according to each partner's Qualification Framework regardless of his/her formal education. Other groups are vocational teachers, adult trainers, VET experts, stakeholders staff working in similar concept, policy makers and public in general. Our objectives are: 1- To make easier for especially low-skilled adults to reach RPL certificate providers. 2- To rise awareness of benefits of RPL system inside partner countries. 3- To support RPL certificate providers companies about having more effective service quality and productivity. 4- To make RPL and certification tools visible within the society. Projects will begin with a "Need Analyze" to find out awareness of RPL and RPL certificate providers. Then 10 relevant staff will be trained as RPL guide with joint staff event in all partner countries. These 10 RPL guides will also develop web-portal content with the experts and its function. Project management will also get contact with RPL certificate providers and register them in web-portal. Supportive outcomes (1- e guide 2- infografic videos, 3- mapped RPL providers 4-e-tools) will be developed and embedded into web-portal. Kartal Public Education Center will lead counterpart organizations to increase usages of web-portal among low-skilled adult and promote RPL benefits. Project will last 2 years with 5 partners from 3 countries. Kartal Public Education Center is the applicant organization.
