Background

Decree confirmed the role of adult education towards opportunity education. It was decided to focus more on vocationally oriented and diploma-based intensive pathways, with sustainable qualifications for the most vulnerable target groups. This led to a new influx of course participants, more low-skilled, returners, foreign-language newcomers, asylum seekers. Diversity in the classroom is increasing, resulting in a need for educational innovation. Differentiation in teaching practice and diversity became priority areas for improvement within the organisation. There was a need for more innovative andragogical didactics in the form of project-based education, digital didactical competences and coaching skills of teachers in guiding extra vulnerable target groups. These European exchanges would lead to educational innovation with a higher share of productive learning, with better through-flow of extra vulnerable target groups towards a diploma and/or the labour market. This requires a switch to project-based learning and productive learning.
