"Baltic Sea Mobility Plan" (BSMP) was a follow-up on the strategic partnership "Exchanges for All" (EFA), which 2014-16 laid the first steps for the European school-partnership "Exchanges for All" in order to make youth-exchanges an integrated learning-tool there, as schools to a high degree are searching for ways of avoiding decreasing learning motivation especially for the male teenagers. In this way BSMP should contribute to the general objective of Erasmus+ “to reduce early school leaving” and to “increase attainment in tertiary education”. The original idea of BSMP was to bring young people together from 4 countries around The Baltic Sea and to establish an EFA-North cooperation between schools in DK, SE, FI & EE. In order to do this BSMP would bring around 100 young people age 14 together (A1 & A2 in total) and learn about European values such as environmental awareness, diversity, tolerance, freedom of speech, democracy, minorities’ rights, gender equality, active citizenship, all through participatory arts as a tool of non-formal education. BSMP did originally plan to bring the same participants together for both A1 and A2 and to compare the 2 exchanges both logistic and concerning the learning outcome. ------ As our final report has not been approved and only has received 40 out of 100 possible point, we will add a row of comments, which overall relates to the opinion of the external evaluator, that "The problem is that this report of BSMP turns into a report of Exchanges for All with the standard content/activities of the EFA model...............This report is not clear enough when addressing the core objectives of E+, like diversity and inclusion, reaching out to disadvantaged groups, gender balance, empowerment of youth and active citizenship of youth, just to mention a few. Instead it becomes a report evaluating objectives and activities within the EFA concept." We find those comments strange: 1)as we are reporting on 6 researched parameters, which for most of them are identical to the objectives of E+, 2)as, when we applied for BSMP in 2019, there were no possibilities in E+ for student-mobilities. The need for this was expressed at E+ conferences in Kbh in 2018 and -19 by Commissions team-leader for Erasmus+, Sarah Lynch: ”What we want to really grow is the mobility of school pupils and staff”. it was basically first in 2021 with KA-122-SCH, this was properly introduced for schools. So we find, that EFA has been, and is, doing pioneering work by trying to export from the youth-sector non-formal-learning into the formal education system. 3)and we have underlined, that all EFA-youth-exchanges do follow the same format / program, but we understand, that some more specific reporting is wanted, some information which is directly from the 2 implemented exchanges and participants of BSMP. As BSMP was delayed and changed dramatically due to Covid-19 & Ukrainian war, it didn't manage to establish the EFA-North cooperation as expected, but it did contribute: a) as it brought back the Estonian partner, AKG from the small city Karksi-Nuia 200 km south of Tallinn, in the cooperation after their rejection of the on-line work, that other partners implementing for the 2 years of the pandemic. b) it identified the FI-school, TUNI from Tampere, which in September 22 finally were able to be physically involved with a youth-exchange. c) We implemented many online-meetings for teachers, ad hoc projects for young people and online camps in May and September, where we worked with sustainable food, and even if we missed AKG (EE) during the online camps, several young Estonians took part in ad hoc projects as "Dance against Corona", "Stories from Home" & "My European Friends", where they on Zoom met with both other young people and with the workshop-leaders, who listened, gave advice and also did provide some direct instructions concerning their art-form. As mentioned above we worked online with "sustainable food" as this is a part of environmental awareness, that everybody can connect with, and we managed during the online work also to have many students cooking such a meal at home for their family. "Stop Climate Changes" was also the theme and high on the agenda for the 2 implemented exchanges with both an introductory speech/lecture and following sessions of group-work, but the main content were the art-workshops and the circle-methodology , which we used both in the full group and in the smaller workshop-groups as a direct way of practicing and learning about the above mentioned "diversity, tolerance, freedom of speech, democracy, minorities’ rights, gender equality": Especially the work with understanding and practicing democracy has been researched by a team from UC Absalon, who wrote about it in Danish Pedagogical Newsletter, DKT no 2, 2021: "Democratic education - between art and pedagogics" (Demokratisk dannelse - mellem kunst og pædagogik), which we will take a further look at in the following.
