It was decided to give a new orientation to teaching foreign languages towards a more interdisciplinary teaching using European culture and digital technology . In priority education, the socio-cultural context of the school and the growing number of families from foreign cultures is favorable to the implementation of this European development plan so that acculturation to Europe is meaningful for the children while being rewarding. The objectives to be achieved were: 1. Promote the continuity of foreign language learning from kindergarten to 6th grade so that students can validate Level A1 and two A2 skills as required in the CEFR. 2. Rely on European cultural events to energize learning. 3. Develop the use of digital technology for teaching foreign languages to vary the media and develop exchanges (eTwinning). The use of digital tools but also the creation of bridges between the different subjects would offer another entry to this teaching. 4. Develop international projects at all levels: exchanges between bilingual nursery and elementary schools in Seville, Ireland (Galway and Dublin) and Malta and those of 31.
The rectorate carried out a language survey in Haute-Garonne, it was highlighted that both in the most disadvantaged neighborhoods and in rural areas, the teaching of foreign languages needed to be revitalized and the use of digital launched. The schools concerned by the mobility were equipped with equipment but sometimes the digital tablets were underused. Knowing that students must acquire level A1 of the Common European Framework of Reference for Languages (CEFRL) at the end of CM2, the rectorate supported by the GIP on the financial plan decided to set up the OPEN project.
