Objectives

This project emerged in the present context of several european political crisis : around Migration, diplomatic conflicts between EU and Belarus, and of course COVID crisis ; and on the other hand historical remembrance. The year 2019 saw the 80th anniversary of “La retirada” or “el Exilio”. The Spanish civil war led to the departure of several waves of refugees to France, from 1936 until 1939 when the fall of Barcelona provoked, in fifteen days, an unprecedented exodus. Nearly half a million people crossed the border at the Pyrenees mountains in terrible conditions. Nowadays, the South of France welcomes a lot of Spanish students and young workers. The Spanish cultural influence is strong here. We wanted to commemorate this historical event, and link it to the actual worldwide issues on migration. With this Youth Exchange, Concordia Midi-Pyrénées sought to provide fertile ground to raise awareness about migration issues, despite a rise of pessimistic speeches. We chose to focus on young exiled people nowadays. For this project, we chose to ask partners from countries facing immigration issues in different ways : France and Spain to highlight the historical heritage; Italy, the door of the European Union, and Belarus, as homeland of many exiled workers in Poland and elsewhere in the EU. This Youth Exchange is another step in a global project about freedom of speech and movement. Our project was caught in the turn of history by the diplomatic crisis between the European Union and Belarus. We considered it crucial to have young people from Belarus join us on this project, in order to preserve links on both sides of this new “iron curtain”.This project was therefore at the heart of an issue of peace and international cooperation, and could be a rare exchange of young West-Europeans and Belarussians.
