Objectives

The aim was to enhance the competences on the use of ICT in adult education both within teaching and training as well as within career counselling. Another aim with this project was to learn from others how they are working within the field of competence development of the public workforce. When Starfsmennt was established in year 2001, the board went on a study tour/job shadowing to Denmark to learn how both state and local government work on enhancing the competences of the public workforce in a strategical way, e.g. how training is planned, how training needs are analysed and how educational funds, that have been agreed upon in collective agreements between labour market partners, are used for this purpose. Now, twenty years later, we wanted to repeat this study tour and learn what had changed, what experience had been drawn out of the various projects and programs and how the Danish labour market partners are proceeding with the competence development. The results of this job shadowing will be used by Starfsmennt in further strategical planning, developmental work and cooperation with different stakeholders.

Background

The main objective of this project “Competence development of human resources at the ETCPE/Starfsmennt" was to increase the knowledge and competences of Starfsmennt´s employees, board members, stakeholders and cooperative partners to prepare them for new challenges within teaching, training and learning incl. workplace learning for public employees. High quality competence development of the public workforce is an important part of increasing the quality of public service for the benefit of the citizens and the society.
