Background

In the European Adult Learning Plan based on the objectives of the Europe 2020 Strategy, the Council of EU adopted a resolution whereby the aquisition of competences and lifelong learning are recognized as solutions to EU's economic and social strategy, aging population and to the economic crisis. It is thus confirmed that there is a need for adults to improve their skills periodically but unfortunately their participation in training and learning activities has a very low intensity. Adult participation in learning is even lower for the low-skilled or older age persons. The EU 2020 strategy has set a target of 15% for adults to participate in lifelong learning by 2020. In the National Plan, Romania has set a target of 10% by 2020. In this context, APDD joins EU policies and supports this with a proposal of a mobility project for adult education staff KA1–Learning Mobility of Individuals KA104-Adult education staff mobility, over a 1 year period: 1.06.2019-31.05.2022. The purpose and objectives of the „Education Continuum”(EduC) project are set as a response to the needs identified at the organization level,at the level of the participants and at the community level, expressed in weaknesses in the SWOT analysis carried out by APDD.
