Osmangazi District Directorate of National Education has determined "eliminating the inequality of opportunity between students studying at home and students at school" and "Digital Content and Skill Supported Transformation in Learning Processes" as the 5th Goal 2nd Objective in the 2019-2023 strategic plan. Within the scope of this goal, a team was established to develop digital teaching applications for students with mental disabilities and homeschooling as an action plan. A total of 77 homeschooling students have been identified in Bursa Osmangazi District, and the number of teachers assigned for these students is 130. In addition, there are 18 disabled personnel within the body of the Osmangazi District National Education Directorate, which constitutes 35% of the total personnel. In accordance with the purpose and target in the Osmangazi District Strategic Plan, it was decided to form a consortium of members from the Osmangazi District National Education Special Education and Guidance Unit, Aziz Torun Special Education Business Practice School, and Osmangazi Guidance Research Center in Osmangazi District. By holding group meetings with teachers in the field of Special Education, it was seen that the general problem is that teachers do not have digital competencies in special education and that the visions of teachers and administrators should be developed in this regard. For this reason, this project was applied as a course and on-the-job observation together with the teachers of two special education schools within OMEM.
