Objectives

The organisations BalkanIdéa in Novi Sad (Serbia), Mensch Raum Land in Berlin (Germany) and Mission Locale in Franconville (France) are happy to put in common their skills to present the tri-national project for a “least opportunities” public : NEET (Not in Education, Employment or Training) and REFUGES. . We offer them to walk on unusual paths in order to discover new territories – public or private – where encountering the other and oneself always remains an adventure and a wealth. - Berlin, city symbol of the 20th century. Mankind has left a piece of his soul here. The Karl Marx Allee, the Bebelplatz or Holocaust Memorial are there to remind us. Energy, enthusiasm and ideas contrast with more conservative European capitals. - The Radulovacki Ecological Center, located in Sremski Karlovci (10 km from Novi Sad, is an important cultural and historical site, linked to the establishment of peace between the Turkish Empire and the Austro-Hungarian Empire). - Franconville, 30 minutes from "the Grand Paris Express" which aims to open up neighborhoods "popular" suburbs, is part of a logic of transformation of the city erasing may be the physical or symbolic boundaries of the suburbs. The main objectives are the following: - Become aware of European citizenship facing the "societal challenge" for example : "Inclusive and innovative societies" because a large number of young people are out of school, unemployed and not trained. The future of Europe and individuals is therefore threatened in large sectors of society. - Develop the expression of linguistic and cultural diversity by promoting the personal and professional development -Allow them to gain in autonomy, reflexion through formal, non-formal and informal learnings. - To gain in professional proficiencies in order to improve their social and professional insertion. - Attempt to unravel the codes and cultural behaviours by crossing them with other ways of thinking and existence in order to locate ourselves as citizens at the national and transnational scale. - Support innovation, cooperation and mobility with partner countries of the European Union. - Special attention is given to the following capacities: Self-regulation of objectives / learning to learn / mobilize one's attention / Consider other points of view / Manage time effectively. All of the stakeholders – organisations and youngsters – are invested the more early possible in the process and the role of each one in the realisation of the project is well defined thanks to a pilot comity and regular communication. This coordination between the different actors of the organisation allows us to accompany participants closely. The 24 youngsters – different through the 3 phases (Berlin in october 2019, Novi Sad in november 2019 and Franconville in march 2020) in order to multiply participants - german, serb and French - have for mission to explore different types of frontier/boundary : geographical – personal – numerical. They will choose according to their sensitivity, one among those three and will realise digital comics. -Regarding geographical bouderies : the territorial approach includes economic and social dimensions, we will focus on social intra-urban boundaries. Which – in a town for the youngsters living in “sensitive” areas or far from public services (utilities) – is a boundary. Which in certain groups means – the unwanted guests, the unauthorized and the ostracised – is exclusion. The symbolic boundaries – which structures the mental space far beyond physical constraints that are imposed to them – are they stronger? -Regarding personal boundaries: the personal space is the area that surrounds the individual and who’s functions variate according to psychological and cultural factors. This psychological bubble draws a line which becomes a real psychological barrier towards what surrounds the individual as well as others. -Regarding numerical boundaries: the numerical fracture is a material dimension that refers to deficits in terms of means, equipment and access. It brings up disparities related to lack of mastery of skills needed to use of TICs. If youngster from 16 to 25 years old possess generally basic instrumental skills, the informational and strategical skills are highly unequally distributed. Related to the social and cultural capital, these disparities interfere with the recurring question of illiteracy and school dropout.
