Objectives

In the current reality where in Malta the age of voting is 16, and the need in the EU for more active participation by young people, Agenzija Zghazagh wanted to carry a project which guides and encourages young people towards being active citizens in their community and society. In the last survey carried out by Agenzija Zghazagh as part of the wider implementation of the National Youth Policy, it resulted that 66.8% of the participants saw active citizenship as very important but at the same time only 23.5% are members of an organization and only 21.8% carried out voluntary work (Agenzija Zghazagh, 2019). Moreover, in a survey published in 2015 by Eurostat, we saw that only 11.9% of the European population said that they were active citizens (Eurostat, 2015). Apart from this, in our engagement with young people, we notice that many of them felt indifferent towards their society and would have rather stayed concentrated just on their personal life without showing any interest in what was happening in the wider community. Moreover, through our daily contact with them, we feel that while the young people are aware of the fact that they can vote in national elections, still they are not fully aware of what are their rights and responsibilities. For this reason, through this project we aimed at providing a structure, space and an opportunity to be able not only to increase awareness and promote active citizenship but also to empower the young people with the necessary tools to be more proactive both in their local community and in the EU. The chosen partners, APS La Fenice and Balleyfermot Youth Service, are both organisations with relevant experience in active citizenship and in empowering young people. The threefold objectives of this project were based on the 3 part typology developed by Westheimer and Kahne (2004) : This was aimed at guiding the young people to be:(i) 'personally responsible citizens' - 'for whom citizenship education increases their awareness of individual rights and responsibilities'(ii) 'participatory citizens', - 'for whom citizenship education also enhances their knowledge of participatory structures and rights; the citizen as an individual within a group, actively participating in existing structures, taking up opportunities for participation, including participation in the planning and delivery of services'(iii) 'justice oriented citizens' , - 'for whom citizenship education also adds a high level of awareness of collective rights, more widely, and a high level of collective political and social responsibility, including responsibilities to engage with issues of social justice and equality.' (Changes, 2019)This project linked directly with the European Policy Cooperation framework 2020 towards promoting equity, social cohesion and active citizenship. Moreover it also connected with the European Youth Goals which are seeking to 'connect the EU with Youth', promote 'inclusive societies' and create space and participation for all'. Therefore, in this project we were seeking to address the need of having a more active attitude from young people in their communities and shed more light on promoting an active participation from young people in all spheres of societies. This will be done through 4 steps which are essential towards reaching the 3 objectives mentioned above. These are:(i) by 'valuing one's own skills', - through working with individuals in terms of confidence building and skills in dealing with conflict and assertiveness.(ii) 'knowing oneself through and with others', - through reflecting on the importance of communication, living in a community both on a national and an EU level, leadership skills and awareness of the fact that although we come from a different background we may still share a similar vision.(iii) 'knowing one's world around him/her', - through improving one's knowledge about how the local and Eu system works and understanding what your role may be in it.(iv) 'know where one wants to go' - Through the acquiring of skills related to negotiating, assertiveness and campaigning. In order to reach these goals, this project consisted of an APV which was held in February 2020 in Tortona, Italy, a Youth exchange held in February 2022 in Malta, youth workers training held in June2020 in Malta, a youth exchange held in June 2022 in Dublin, Ireland and a final youth exchange held in July 2022 in Tortona, Italy. The APV will involve one young person and one youth worker from each country, while the youth exchanges will involve 8 young people and 2 accompanying youth workers/leaders from each country. The youth workers training was held in Malta in August 2022 with the involvement of 6 youth workers/leaders from Malta and Italy, as the Irish couldn't afford the prices of the tickets due to the surge in prices because of the Pandemic and the Russia - Ukraine conflict.
