Europe's rural villages are suffering from continuous depopulation, an ageing population and a loss of basic services. This situation is largely explained by the lack of job opportunities for young people who have to leave to more "attractive" areas. To find common solutions to these problems EUROPIMPULSE NETWORK launched in the autumn of 2019 the #PERIPHERALENCOUNTERS in the province of Castellón with a very simple objective: to create moments and spaces for cultural and youth agents working in rural areas to meet, exchange experiences, share resources and define collaboration strategies for the development of cultural actions by and for young people in the territory. In order to achieve a greater impact with these meetings, EUROPIMPULSE and its partners established methodological guidelines: - define a territory in which to intervene; - launch a call for proposals to select actors in the territory and define with them the priorities of the interventions; - develop activities for the creation of this pilot group; - to carry out a study visit to another territory to inspire and motivate them; - to organise, together with each of the selected projects, "peripheral meetings", inviting other actors of the territory to share the time of trainings, exchanges of experiences or participative workshops to work on different issues related to culture and youth in rural environments. The present study visit, whose programme was designed in winter 2020 to be carried out initially in June 2020, inviting our partners from France, Portugal and Lithuania to learn about the results achieved during the first pilot project carried out in the Alto Palancia region, between September 2019 and May 2020, in collaboration with CANOPIA cooperative and the University Extension Programme of the Jaume I University, consisted of: - deepening and expansion of the working group in the region; - organisation of a study visit to the Alto Palancia in cooperation with the Canopia Cooperative and the PEU of the Universitat Jaume I; - organisation of a series of meetings between artists and youth actors in the territory. The objectives initially planned for this study visit to Alto Palancia were: > to get to know the processes, results and impacts of the #EncuentrosPeriféricos project in the Alto Palancia region; > to evaluate the options for implementing this methodology in other territories and the adaptation needs for its correct development; > to define possible collaborations in the field of youth between the organisations and the different rural territories they represent. Although the pilot project in Alto Palancia developed since 2019 was a success and was able to generate new communication networks between the agents of change in the territory, promote collaboration in events, design shared strategies... the health crisis that arose in March 2020 had a profound impact on the results that were intended to be achieved. Thus, the first confinement from March to May 2020 prevented the organisation of physical meetings between actors in the territories. In response to this situation, however, the initiative was able to adapt its development by proposing 12 online #PERIPHERALENCOUNTERS meetings between 20 March and the end of July, which were attended by more than 300 people. This same health situation prevented this study visit, initially planned for June 2020, from taking place. After several attempts to organise this study visit on different dates throughout 2020 and 2021, the partners concluded that the best option was to change the format to online and to propose a series of 3 virtual meetings during which to exchange impressions and know-how on the Castellón experience, as well as to learn about other practices developed in Europe that promote youth work and creativity in other European territories in Europe.
