MERCII3 intended to federate the executives of the very young academy of Normandy, after the merger of the academies of Caen and Rouen. In liaison with the local and national managers of the training of these personnel, it appeared very relevant to include, from the start of this new professional career, the European transnational dimension in order to question, in an original and innovative way, the question management complex in a "School of trust". This question has taken on new meaning in the context of the pandemic crisis and "educational continuity", from the spring of 2020. A Norman academic consortium has therefore been built to allow around 29 trainee managers to enrich their training by combining it with experience of European mobility, accompanied in this mobility by 8 training referents. The coordinator was the IFPRA, GIP-FCIP of Normandy created by and for the new academy, which manages the administrative and financial aspect of the project, in close connection with the DAREIC, educational pilot of the project and also merged into DAREIC of Normandy mid-project.
The MERCII3 project was aimed at supervisory staff - secondary management and inspection - and is part of their statutory training as it provides for the possibility of training transnational mobility. It also included, in an original way, local players in the training of supervisory staff and administrative training managers. Developments in the French education system raise a number of challenges that management must face: both pedagogical and structural reforms, effective consideration of academic difficulties by teachers, new methods of evaluating teaching staff, co-education in partnership with families, improvement of the school climate, inclusion of all audiences, openness of the school to the world. The Normandy academy is, on the one hand, strongly marked by a sedentary lifestyle and, on the other hand, one of the most inequitable in France, according to national indicators: it fails to deal effectively with school difficulties and social determinisms remain significant.
