Objectives

The objectives initially planned were to develop modern means of intervention of our missions, to allow the creation of strategic tools for an optimal and quality service, to create an endogenous development between Local Missions (ML) and to develop a strategy of continuous control / monitoring active for prescribers. In the absence of the team that set these objectives and without handing over on its part, it is impossible to explain them. The relaunch of this project in 2022 is part of a problematic context (stopping of mobility due to the health crisis, total renewal of the team and filing of a complaint following the Agency's audit). The new team had to take ownership of the specifics of the program with recommendations from the Agency requiring adjustments for the implementation of sound and effective management. She had to regain the trust of the consortium and look for European partners to carry out mobility. The central objective is to allow young people followed in ML, including Young People With Fewer Opportunities, to access European mobility to develop professional, personal and linguistic skills useful in their job search in France.

Background

Due to a complete renewal in December 2020 of the governance and management of AMILAURA, the abandonment of the split operation of the mobility service with transfer to Mobility For All and a total absence of handover of information in any form whatsoever between the old and the new team, the context of the launch of the OUAT system during the application submission is unknown to us. When the project was relaunched in 2022, it was part of a desire to develop European mobility as an additional tool in the professional, cultural, social and interpersonal integration path of young people aged 18 to 25 accompanied in Local Mission.
