Crim'HALT wanted to improve 3 key areas of activity: - the advocacy for stakeholders of the law on the social use of property confiscated in France; - SUPPORT FOR FRAGILE PEOPLE. They are the innocent VICTIMS of organized crime and their families; - KNOWLEDGE AND EXCHANGE of good practices of the SSE in territories affected by organized crime, whatever the European country; - RELATIONAL SKILLS (working in a team, federating, sharing knowledge); - ORGANIZATIONAL SKILLS (project management, sense of organization, conceptualization of projects, issues); - CREATION OF PERENNIAL LINKS; - COMMUNICATION: concerning the aspect of the defense and memory of victims, Crim'HALT wanted to improve its advocacy in favor of innocent victims of organized crime in Europe. The participants had to meet the organizers of the Sicilian memory of the victims, for example the founders of the Giuseppe Impastato Center, who are the most historically and institutionally committed actors of the Sicilian territory on this theme.
When we wrote this project, at the end of 2019, the law on the assignment to associations of property confiscated from serious crime in France had not yet been voted. The members of Crim'HALT had to improve their expertise on the subject in order to carry out 2 new objectives of the association OVER THE NEXT 10 YEARS: first to ensure to go to the end of the long legislative process by referring to the established Italian model, then to accompany the stakeholders in the delicate application of this new law. For example, to inform various operators that the social use of confiscated property is a lever for hiring people in situations of exclusion (disabled, migrants, etc.) or kept in the informal sector (undeclared work). The association organized this project in Palermo to feed on its technical feedback and raise awareness in the world of education, SSE, youth and sport but also that of local and national elected officials (deputies, senators), executive officials (ministerial staff) and journalists; the second objective of Crim'HALT was to TRAIN the STAFF to the MEMORY OF INNOCENT VICTIMS in France: - unrepresented or isolated victims; - victims organized in associations.
