Objectives

The WIFFI project (Workers In Forward for Inclusion) stems from the new axis “Europe / International/ Migrations” of the PEP federal program (2018-2022), in order to embody the capacity of the PEP to act as an inclusive social transformation movement guaranteeing access of all to common rights, at all ages of life, and to help the development of associative professional practices. This first European mobility project for PEP professionals was intended to: - Initiate a European culture in the projects and analyzes of the network to nourish and advance professional practices in relation with the federal program of our association; - Become aware of the relevance of working at European level, thus combining findings from realities on the ground and shared societal vision, - Raise the awareness of the actors to the wealth of intercultural actions, to the open-mindedness required to share, compare systems, practices, cultures, understand each other, learn and thus move projects forward. In order to generate exchanges internally within member associations and between PEP associations, the project was submitted as a consortium led by the Federation (head of the associative network) to disseminate the progress and results as widely as possible within the network and to partners. Four departmental associations have worked closely with the Federation: - The PEP 19 (in Corrèze), - The PEP 28 (in Eure-et-Loir), - The PEP 2B (in Haute Corse), - The PEP 34 (in Hérault). The European host partners who have joined this project of sharing and reflection on good practices to promote the inclusion of all, in particular young people between 14 and 30 years old, are: - The People and Culture of Wallonia/Belgium association, - The Gio.Net association, Emilia Romagna - Bologna, Italy, - The Professional Institute Aldrovandi Rubbiani – Graphic and communication, Emilia Romagna - Bologna, Italy, - The Department of Vocational Training and Employment of the City of ROME, Italy. The WIFFI project allowed 74 mobility for 49 different PEP members who participated in one of the 6 proposed mobility: 8 mobilities over 2 years were initially planned but the impact of the health crisis forced to reduce the number of weeks of mobilities: all 4 mobilities planned in Bologna were grouped together in a single week by combining the programs of two partners over 5 days and not 3 and consequently impacting in a positive way the number of participants in mobility. The WIFFI project has succeeded in instilling the idea that European exchanges are essential to strengthen the work achieved by professional teams on inclusive issues and to move them forward. The PEP members who are part of a network of 102 associations with a very broad territorial coverage, have discovered that living together a European mobility with several teams from different associations gave them a new experience of very strong internal values and culture, allowing them to share common objectives at European level: the federal program then took on its full meaning at a time when recruitment and retention of teams is a major challenge for our organizations. These actors notably shared: - The importance of preparing to meet the other, of being open to organizational, historical and political differences, in order to understand what makes the reality and strength of a practice, its possible transferability, - The need to work on a theme from upstream to downstream, as the observation of successes can hide the persistence of unexpected difficulties; for example, Italy, which in principle includes all children in ordinary schools, has succeeded in creating a society where young people with disabilities appear more assertive, transmitting an impression of well-being and happiness; while the question of professional integration comes up against the same recruitment difficulties as in France, with very comparable solutions… - The need to develop mobility so that all PEP actors can experience these times of European reflection, and for this, the need to foster the pool of European partners (particularly in addition to the countries of Northern Europe). The initial will to develop European exchanges that was born with WIFFI has an important echo today, on the eve of the drafting of the next federal program; each event organized for and with the PEP network provides for a European axis or interventions; the Presidents of the associations of the WIFFI steering committee being also mostly elected to the Federal Board of Directors, this will for deployment gives rise to a reflection on the means to be implemented within the framework of the axis “Europe International Migrations”.
