The municipality wanted to implement this project because: • Considered that the municipality should seriously help develop the competence and motivation of teachers, because an educated and motivated teacher gives the municipality an invaluable contribution. • In the action program of the municipality, it is mentioned that career education should be improved and the professional development of teachers should be promoted. • Gulbene district schools implement both career education and educational programs for children with learning disabilities. Schools are involved in the implementation of both career education and education aimed at students with learning difficulties. • Schools themselves do not always have the capacity to implement this type of project. • The European Dimension is an important argument for development in many areas of Gulbene district - including education. The goals of the project were: • To create a modern educational environment focused on the development of entrepreneurship, based on international experience, informal education methods. • To create an inclusive environment in schools, where even those with learning difficulties have the opportunity to learn.
The need of the project were determined by two factors. The school reform, which is aimed at providing quality education to students and introducing a new quality standard, At the scientific and technical progress that is taking place both in digital skills and in working with children and young people with learning difficulties. In 2020, education in secondary schools throughout Latvia has moved to the new quality standard, which actually means that teachers must be prepared for it, and students will also have greater freedom of choice. The development of competency-based education in Latvia has been going on for several years at the primary, elementary, and secondary school levels. The municipality of Gulbene, the education board, educational institutions are currently facing many and various challenges, which affect the change of the learning process and content, which affect the change of quality standards in schools. It is meant to ensure sufficient quality education in the future at all stages of education, secondly, how to introduce the new competency-based standards in school life, thirdly, how to diversify the teaching process by giving teachers the opportunity to learn, both in Latvia and outside of Latvia.
