Jelgava municipality pays more and more attention to the educational opportunities of vulnerable target groups in society, in order to promote their integration into the life of the local community, increase their quality of life and promote the safety of both individuals and society. Such target groups are families with children, residents aged 50+ and senior citizens, as well as minority groups and immigrants. In order to improve the education offer for these target groups, it is essential to give adult educators the opportunity to gain new knowledge and experience in countries that have been working on solving specific issues for a long time. The goal of the project was to learn about the experience and activities of other European countries in providing educational services to vulnerable population groups, thus strengthening the safety of the entire society and, based on the experience gained, to improve the operation of their institution, creating new educational offers and expanding the range of educational services, as well as introducing new work forms and methods . In order for the educational offer to be available even during various restrictions, it is important to ensure the use of technology, a flexible approach and provide not only face-to-face learning, but also remotely. This was an essential question for sharing experiences with colleagues.
Zemgale region human resource and competence development center is an adult education center established by the municipality and has been operating for more than 20 years, providing a versatile educational offer to the inhabitants of both the municipality and the region. Living in today's society, everyone must be able to respond quickly to new problems and challenges, such as the aging of the population, the ever-widening use of technology, the skills to do remote work and use services, etc.. Therefore, it is very important to provide educational opportunities for tor a wide variety of target groups, including the socially vulnerable population. In order for employees to gain new ideas and international experience, it is essential to meet and share experience with colleagues not only at the national level, but also at the international level. Such international experience gives specialists the opportunity not only to see the work of their colleagues, but also to review, analyze and evaluate the operation of their institution, the services provided, and based on this, adopt the colleagues' good practice and improve their work. Quality adult education can make a significant contribution to solving Europe's common challenges, so it is essential to share experiences and adopt good practices. Work observation activities provide direct information and the opportunity to see the work of colleagues in person, discuss common problems and search for the most optimal solutions.
