Project summary

The phenomenon of unemployment among young people has emerged in the European Union, with different incidence in the different member states. But in general, the unemployment rate in the population aged 20 to 29 years is higher than the unemployment rate in the total population. In Portugal, unemployed people under the age of 30 represented in 2018, 15% of the total unemployed, with 5% being the percentage of those who were 25 years old or less. In addition to these cases are young people who have completed their education and are looking for their first job. According to Eurostat, the unemployed population between 20 and 29 years old with post-secondary education represented more than twice the average of the EU-27 in three member states that are part of the consortium for this project (Italy, Spain and Turkey, being 13.0 % the rate seen in Portugal in the same age group A relevant group in this field is made up of young people with higher education. One of the reasons that has been pointed out for this phenomenon is related to a gap between the training received and the needs of employers, so this project aims to contribute to a reduction of youth unemployment through specially developed training, corresponding to the needs of companies in the region. . Given that the issue of youth unemployment is transversal in the EU member states, this project can be developed by the consortium partners, with the same objectives and using the same methodology. The TSEMY project involves innovation as it assumes a different answer to the existing problem of unemployment. On the one hand, this new methodology leads to the production of training content that meets the needs of employers and on the other, training is a mix of training in the workplace and mentoring through a digital platform. Finally, the fact that it is tailor-made training accompanied by a motivational strategy for trainees and employers will lead to sustainable action that can be replicated in other work contexts and other member states. With regard to training areas, the project will focus on several areas of activity, namely engineering, management and information and computing technologies, where Atlântica, the leading entity, has consolidated experience. The training will be carried out in the workplace and the students and employers will be monitored through a specially developed platform for training and monitoring the trainees. The general objective of the project is to contribute to the reduction of unemployment in the population aged 20-29, unemployed and with tertiary training. The project has the following objectives: 1) Develop new training programs in partnership with employers and local authorities that fit employers need in the bounds of public policies; 2) To reduce unemployment among young people, aged 20-29 years, with terciary ediucation; 3) To develop social-educational and personal skills, such as language skills, entrepreneurial mind-set, that contribute for a sustainable policy of employment; 4) To develop specific programs that fit the needs of local employers. 5) To develop a digital platform to support the trainees and employers. The project thus aims to promote and establish cooperation agreements between the project consortium, companies and the business community in order to enable the creation and training content in direct and synergistic cooperation with companies in different areas of activity. These training content will be taught through the development of an application to support training content and also direct support to trainees and employers in order to create a motivational climate for the success of the project. Finally, and after the training process, the selection of young people / candidates will be enhanced, who will be admitted as interns in the companies of the consortium doing the training in a business context; The project includes 6 partners (Atlântica, AdM, ASIE, ProEduca, CESUR and MSKU) from 6 countries (Portugal, Italy, Romania, Czech Republic Spain and Turkey) and the activities include the respective intellectual results and multiplier events (Seminars / Workshops, Final Conference): the Context Review Document (IO1), the TSEMY Training Curriculum (IO2), Digital Toolbox & Resources (IO3), the Training Guide for Trainers (IO4) and the Training Guide for Capacity Building Unemployed Youth (IO5).

Objectives

The starting point was to identify what objections the recruiters found on recruiting young people and what difficulties these were experiencing while applying for jobs. From there, the goal was to provide training to young people to mitigate the gap between academic education and the skillset the job market demands while recruiting. The main objective of the TSEMY project was to create new products and responses that are different and of value in reinforcing the capacities and factors related to the professional integration of young people with higher education and with difficulties at the employability level, in order to allow an improvement in the conditioning aspects of this target public, both at the level of living conditions, training and socio-professional framework in society in general. The project's main aim was to create a training programme that allows a response to the needs expressed and expressed by employers, recruiters, teachers and young people, in a perspective of alliance between traditional technical and scientific training and training aimed at personal development and training, at the level of skills that go beyond qualifications and experience. TSEMY sought to focus on the analysis, identification of transversal and employability competences that respond to the real needs of employers, reflected as a mix of self-learning, training, tutoring that enhance success in the labour market. The development and implementation of all the action, activities and protocols of the project was carried out in the consortium of the 6 partners (Portugal, Italy, Czech Republic, Spain, Romania and Turkey), reaching the main central objectives - in-depth research and analysis on all relevant information on the panorama and reality of employment and employment inclusion in young people with higher education; - reinforcement of specific training, tools and resources for better integration of young unemployed people with higher education/young adults; - creation, development and application of new content and training that can facilitate, guide and enhance the preparation, development and use of differentiated skills and knowledge that allow for better training and greater preparation of young people for the labour market and recruiting entities in a global manner; - To originate, make available and guarantee new digital resources and the use of new technologies as a whole to allow an optimal and direct relationship between training contents required for young people to improve their preparation and learning at the level of knowledge, skills and competences according to the real needs of employers; - to establish a better reflection and analysis on the importance of youth employment issues and their connection with the market and society in general, given the constant global transformations impacting on the younger generations. TSEMY pespectivated from its inception the analysis, creation and real application of new intellectual products for youth/young adults and all stakeholders in the fields of education, training, employment and socio-professional empowerment, namely: - Review and analysis at European level on the most relevant data on the global context, reality, gaps and needs in the 6 consortium partner countries (Portugal, Italy, Czech Republic, Spain, Romania and Turkey) on realities, strategies, best practices, legislation, statistics and local, regional and/or national specificities on employability and inclusion of young people with higher education and respective professional integration issues; - The TSEMY Training Curriculum, based on national policies and contexts of the different countries of the project consortium, with the integration of development themes and topics that have been selected and assessed as essential to guide a new training approach and that enhance differentiating skills, specific knowledge and a greater empowerment addressed to young people with higher education and in need of integration in the labour market. This curriculum is based on all the training activity of the project and is based on a distinctive and instructional methodology, with a very innovative structure that integrates all the survey on the level of needs, profile, specific characteristics, and previous knowledge on the needs in the professional integration of young people Platform and Digital Resources, which provide access, knowledge and use in an interactive, dynamic and attractive way of all the contents, resources and training materials and guidance corresponding to the training programme designed to promote greater employability of young graduates and those with higher education; - Methodological Training Guides for Trainers and for the Young Trainees as guidance/action manuals for the development of relevant training actions aimed at developing core competencies and skills of the TSEMY curriculum. All these intellectual results were reflected, developed and applied with national events and workshops in all the countries of the project consortium and with a public and gloablised presentation at the final TSEMY conference for general transmission to the society and the affected communities.

Background

The project addressed the emerging unemployment rate among young people, namely people aged in the 20 to 29 years old segment whose unemployment rate was higher than on any other age group. Training for sustainable employment of youth and young adults project (TSEMY) actively aims to contribute to the analysis of the reduction of unemployment among young adults aged between 20 and 29 years old in the European context with a new approach and multidisciplinary actions that aim to identify the needs of this target audience for the creation of a training programme that responds to these gaps of employers, recruiters and young people and helps to strengthen the skills necessary for success in the job market. This training is based on a platform created in an original way in e-learning format, providing access and knowledge through content, modules and training resources. This project, coordinated by EIA - ATLÂNTICA (Portugal), was developed through networking with other five institutions from European Union countries, (Archivio della Memoria, Italy; Produca z.s., Czech Republic; Centro Superior de Formacion Europa Sur, Spain; Asociatia Pentru Sprijinirea Initiativelor Educationale, Romania; Mugla Sitki Kocman University, Turkey). Through an interactive, dynamic and digital approach, trainees have access to all training materials and guidance through a digital platform. This training platform thus integrates a source designed curriculum and training programme, with multidiscplinary training modules and units and also integrates support guides for trainers and learners in order to assist and guide all relevant training activities aimed at developing the core competences and skills of the TSEMY curriculum. This platform is available online, free of charge, in the different languages of the project: English, Portuguese, Italian, Czech, Spanish, Romanian and Turkish. The digital platform is free, enabling global access, where the course can be followed in any of the languages indicated. It is an innovative platform that includes several tools that can be used by people with different functional abilities, as it allows them to print pdf texts, listen to the texts or increase the font size. The content of TSEMY training is made up of 6 modules, each one presenting up-to-date knowledge on the respective theme of the module, with critical and specific skills for empowering young people: 1. Flexibility, Inclusiveness, Diversity and Well-Being; 2. Innovation and Knowledge Management; 3. Mobilization of Human Resources; 4. International orientation; 5. Entrepreneurship; 6. Presentation. Each module features individual and group activities and assignments, modeling lessons, sample lessons, lesson plans, assessment of learning, tips for teachers and trainers, and overall guidance. Throughout the whole project a range of stakeholders were heard and involved in the development of the activities - key actors in the labour market, stakeholders, young people, unemployed people, companies and organisations of recruitment and various fields of activities as well as representatives of public bodies, as well as people from the society in general - in order to analyse the training needs and to collect information on perceptions, experiences related to the training and learning needs of young people in the six consortium countries. The project thus enables a broad and targeted knowledge of youth employment issues, flexibility in work patterns and insight into transferable skills and employability that go beyond qualifications and work experience.
