In each municipality there are organisations working to represent young people’s opinions and to participate in decision making – youth councils and pupils’ councils. Keeping in mind the importance of these organisations, partner organisations identified unfulfilled potential and specific challenges in youth participatory and support structures in their municipalities: 1) A lack of competences among youth workers in how to support organisations in representing young people with different backgrounds and interests. There is also a lack of understanding on how to increase their influence in local decision making, how to motivate and support them to participate in various ways. 2) A lack of cooperation among different youth workers (including support persons of pupils’ councils). It can lead to such issues as the lack of motivation to improve their own competences, lack of new ideas, decreased quality of youth work. 3) The unfulfilled potential of the organisations – the participants and their support persons are not aware of the diverse needs of young people and do not represent the wide spectrum. They often do not have sufficient ability to influence the local decision making. One of the reasons for this can be the lack of information, competences and impact of their support persons – youth workers. This project was developed in confidence that some of these issues could be decreased by improving the competences of youth workers. Therefore the following objects were set in the project application: 1) improving the competences of youth workers working with representative youth organisations (pupils’ councils, youth councils) regarding diversity and involvement in decision-making; 2) developing local and international cooperation among youth workers and thus creating a platform for sharing experience and methods between different cities and backgrounds.
