The project has four main objectives, developed in the context of the priorities for the development of NIE and improvement of the organizational culture: raising the awareness of trainers of external inspectors about the current paradigm for adult training; improving the external inspector training program; increasing the digital competences of external inspectors; improving the skills of inspectors to determine guidelines for improvement in the overall activity of kindergartens and schools and their counseling skills for the implementation of inspection guidelines. They are achieved through participation in three qualification courses aimed at: increasing inspectors' knowledge of the characteristics of adult education; effective application of teaching and learning strategies, including motivational ones; deepening knowledge about the method of "blended" learning and learning in an electronic environment; improving the digital competences of external inspectors through skills to integrate new digital tools suitable for adult learners into the trainings; mastering coaching strategies to be used in giving guidance and recommendations to institutions to increase the quality of education.
The National Inspectorate of Education (NIE) conducts inspections to assess the quality of education in kindergartens and schools. The evaluation is carried out by inspection teams, including internal and external inspectors. Internal inspectors are civil servants in the administration, and external inspectors are persons with at least five years of work experience as pedagogical specialists, who undergo specialized qualification and receive a certificate. Training is conducted by internal inspectors. Two interrelated aspects of the inspectorate's activity are significant for the NIE: 1) quality of the inspection process and provision of support to the institutions for increasing the quality of education; 2) quality of training of external inspectors to ensure efficiency of the inspection process. In this regard, the continuous improvement of the competences of inspectors is of crucial importance for the management of the quality of education. This means better knowledge and skills for training external inspectors in different educational environments (face-to-face, electronic or mixed), for inspecting and for supporting institutions to increase the quality of education.
