The aim was to produce anti-Mafia cultural content based on the defence of innocent victims of organised crime and the social use of confiscated assets from criminals in a territory historically insensitive to the fight against the mafia. In Milan, the cultural doctrine against organised crime is "the anti-mafia generation, we created it on the school benches". The objective for Crim'HALT staff was to train themselves in the daily anti-mafia fight of citizens by appropriating cultural tools against organised crime. It was a question of renewing the association's methods in its pedagogical approaches, to increase its competence and to be able to mobilise a wider public, and in particular a younger one (18-25 years old). It was important to learn from the anti-Mafia educational movement in Milan, as it has helped to bring a change in mentality in a city that has for a long time denied the existence of the Mafia, as it remains the case in France.
When we were writing this project, in May 2021, the law on the allocation to associations of confiscated assets from serious criminals in France had just been adopted on April 1st. After 12 years of advocacy and 2 Erasmus+ projects (which have greatly contributed to broadening the base of members active in this request to the legislator), the law was promulgated on April the 8th. However, Crim'HALT remained on the alert for the application decree to be issued (it will be on 3 November) and had to support the future stakeholders in the delicate application of this new law. In addition, the association had planned a third Erasmus+ project in 2021, which was postponed to 2022 due to the health crisis. This project aimed to activate a new axis of advocacy. It was necessary to TRAIN STAFF ON THE MEMORY OF THE INNOCENT VICTIMS OF ORGANISED CRIME IN FRANCE. Finally, despite the creation of two anti-mafia collectives in Corsica in 2019, French civil society was not yet mobilised against organised crime and the defence of this law. We noted the need to set up projects to raise awareness of the social anti-mafia, in particular to mobilise a young public.
