Objectives

The project commenced with a comprehensive research phase, which focused on NEETs at both EU and partner-specific levels, as well as sectorial needs. This research triggered the development of an enhanced and innovative profiling tool designed to measure green and digital skill sets, as well as aid PES staff in guiding NEEYs into Green and/or Digital career pathways. Additionally, research findings informed the creation of two training programs centred on green and digital skills for NEETs, which underwent validation and mainstreaming processes to ensure readiness for accreditation submission. Involving stakeholders such as NEETs, employers, and PES staff ensured comprehensive input and alignment with all involved parties' needs. The project aimed to have PES and other entities adopt an improved profiling and training approach, enhancing NEETs' competences for the Green and Digital sectors. Ultimately, the project results were disseminated widely through participants’ networks with the aim of transferring solutions to other organizations delivering the Youth Guarantee in Europe.

Background

Investments in the green and digital economy are recognized as essential for post-pandemic recovery and are expected to catalyse significant transformations in both our economy and society. These sectors, underscored by institutions like the International Labour Organization (ILO), are projected to reshape existing job markets and unlock future employment opportunities. In light of this, various partners across the EU have united to address the pressing need for inclusivity and sustainability in this transformation, particularly by enhancing the involvement of inactive youths—specifically those who are Not in Employment, Education or Training (NEETs)—in re-joining the workforce. The Smartly project was conceived as a response to this imperative, aiming to empower NEETs to access and excel in training and employment opportunities within the Green and Digital Economy. Through Smartly, our objective was to bolster the employability of young individuals, particularly NEETs, and to collaborate with Public Employment Services (PES) across Europe to align their efforts with the demands of the labour market in these sectors through relevant and effective profiling questionnaires and training programmes completing the Youth Guarantee.
