Objectives

The main aim of the project "The Voice of YOUth of Kłodzko Region" was: - Analysing the needs of the youth of Kłodzko County, taking initiatives, and co-creating youth policy in the region. - undertaking a structured dialogue between youth and local authorities and representatives of various institutions. - development of civil society. - involvement of youth in the life of the region. - development of local democracy. - Creating young local leaders. - Developing key competencies of youth and creative thinking, constructive criticism, debate, and social dialogue skills. - "support" of the voice of the young generation of Kłodzko County. - Creating a platform for youth to put forward ideas that will serve the development of Youth Policy. - creation of a youth group at the County Council. The project implemented an EU mechanism for the exchange of views between youth and politicians at the regional level. The youth goals included in the EU Youth Strategy were implemented in our region with the active participation of youth in cooperation with decision-makers. Kłodzko is one of the largest counties in Poland, consisting of 14 urban, urban-rural and rural municipalities and 11 cities. Approximately 64% of the population of Kłodzko County lives in towns of less than 10 thousand inhabitants, including about 40% in rural areas. Through the implementation of this project, we tried to equalize opportunities for young people in Kłodzko County living in rural areas and small towns in access to education and learning. We included them in decision-making, articulating their own needs and local community regardless of age, gender, sexual orientation or religion and political beliefs, and developing skills of constructive criticism. Through the implementation of this project, we engaged and involved young people in informed and constructive dialogue and building spaces for all. The recent COVID-19 pandemic events showed that some youth had no or limited access to online education due to the lack of internet and limited access to computers or tablets. This was due to the poor economic situation of families or geographic location. Kłodzko County is a mountainous area, which is about 65% urbanized. The policies of the authorities in the region have led to the elimination or reduction of public transportation’s connections. There are localities in the county of Kłodzko that cannot be reached by any means of public transportation. These localities have been completely cut off from the rest of the region, with the young and elderly suffering the most. Such a situation has had an extremely negative impact on the mental health of young people, restricting out-of-school contact with peers and the development of their independence. The young people who started this project wanted to engage their peers to improve the situation of youth and the community in the region while ensuring that their competencies are raised and their participation in democratic life and active citizenship is promoted. One of the goals of the project was to create a youth group at the Kłodzko County Council, which was to become the County’s Youth Council. The youth group was to be set up so that decision-makers in our county would hear the voice of the younger generation and make decisions that would prevent youth exclusion. Instead of a youth support group, it was possible to set up a Youth County Council. The voice of the younger generation was heard on January 8, 2024, and the county’s youth Council officially began to work in Kłodzko County. The realization of the project "The Voice of YOUth of Kłodzko Region" has contributed to the interest of young people in the politics of the region and its problems, as well as with the development of youth policy in the region. The analysis of the needs of young people in Kłodzko County, prepared by the youth, was presented to representatives of the local government, representatives of the county council, the deputy governor, and the current Lower Silesian Governor, who worked as the region’s governor at the time of the project’s implementation. Together with the youth, we engaged in a dialogue with decision-makers, engaged in the development of civil society and the development of youth policy in the region.
