Objectives

DYPALL Network as the NGO responsible to coordinate the informal platform that gathers 64 organizations in 31 countries we organize every year a work plan for our network partners. This work plan is focusing particularly on thematic and strategic priorities mainly: 1. Youth Participation and Democratic Citizenship 2. Inclusion, Social Cohesion and Youth Emancipation 3. Youth Work Development and Quality Systems Each of the activities had its own aims and objectives. However, both of them contributed to the general objectives set by DYPALL Network for its accredited activities: Objective 1 : It is only through engaging young people at an early stage in the democratic processes that they become active citizens who are motivated and skilled to contribute to their communities. In our daily work, we see how this “distance” between the institutions of democracy and citizens is even higher among young people as they do not necessarily understand how democracy works on different levels and therefore feel very distant from it and this objective serves to overcome that challenge by bringing together youth leaders, youth workers and local decision-makers in our activities. Both activities connected a diverse group of participants (young activists, decision-makers, municipal officers, youth workers). During the PBA, they could ideate on common projects in the area of youth participation. During the Study Visit, they could learn about different approaches to building bridges between youth and local decision-makers. Objective 2 : Youth clearly constitutes an asset to local development when they are empowered and engaged not only in their communities in general, but also in decision-making processes in particular. However, youth workers and municipality officers often lack the skills and know-how for building sustainable and inclusive structures of youth participation and the strategies for creating local youth policies which are the needs that are going to be addressed with this objective. During the PBA, participants created future projects which aim to improve the structures and strategies of youth participation. Through the study visit, participants could learn about existing good practices in this field. Objective 3 : In order to have sustainable local democracies it is fundamental to invest in the youth as the future depends on their competences, creativity, social commitment and ability to contribute to the development of their communities. It is the task of local authorities and civil society organisations to create structures and conditions that support young people in becoming competent and engaged citizens and that allow them to take an active role in decision-making processes that will influence their future. It is only through engaging young people at an early stage in the democratic processes that they become active citizens who are motivated and skilled to contribute to their communities. This objective will enable the capacity building that responds to those needs. During both activities organisers provided training sessions, during which participants could build their capacity and understanding in terms of creating space for young people to take active role in decision-making processes. Objective 4 : Although some work has already been done in exploring digital youth work in Europe and e-participation in general, there is still not enough systematized information about digital tools for youth participation in decision-making processes in particular and the current COVID-19 crisis has shown the need for their use, on one hand, but also on the other, for building capacities of youth workers to provide spaces for meaningful youth participation in the digital sphere, which is what will be addressed by this objective. During both activities, participants explored and used various digital tools to improve their work efficiency. Moreover, during the second activity, they could learn first hand about digital youth participation from the experts in this field - Tree Company. Objective 5 : Together with their recent involvement in some of the world largest citizens’ movements, young people need to be given a central stage in policy making. By engaging young people and giving them the opportunity to have their voice heard we will contribute to the increase of their involvement in structures of participation at the local level. Both activities were created with aim to build the capacity of participants in terms of involving young peoiple in decision. Especially the second one - about local youth councils - presents effective ways to give young people a central stage in policy-making through local youth councils, which is the easiest and potentially very effective tool, an entrance for young people to decision-making processes. All the objectives set for these activities were sufficiently achieved.
