The project aim was to address the digital skills shortage within the cultural sector and improve digital access. It was done by creating a Competence center that holds and further develops knowledge database of guidance and tutor resources for open and free access. The project also develops methodologies and guidelines for introduction of the digital values chain standards into the performers’ skillsets. The project is developed in a partnership of three organisations from the E+ Programme countries – Bulgaria, Turkey and France. All organisations have little or no experience in Erasmus but are very experienced in the field of culture and education. The project coordinator is the Culture Hub Bulgaria Foundation. The foundation has reached to a level where the experts working for the OERs has found that the big streaming platforms are putting a high barrier before the young artists. These barriers consist of technological and standardized requirements, which should be further examined and delivered in a comprehensive way. The need to overcome those challenges through further research, analysis and development of knowledge database and resources, is of utmost importance to have a full skillset of educational resources.
