Objectives

The project "YOUth can be Heard" employed youth participation as basis for youth development both at local and national level. The project addressed various challenges young people face nowadays, such as: low level of cooperation between youth and institutions, lack of information and institutional blockade, lack of interest from relevant stakeholders, including youth; passive and uninformed young people. The need for youth participation in the state's youth policy is more than visible, and therefore it was necessary to identify ways to improve the general condition of young people, thus preventing significant emigration. All the mentioned challenges contribute to increased social problems that cause distrust of young people in the system as well to lack of institutional mechanisms for improving youth standard. Addressing theses challenges, the project proposed and implement comprehensive methodology by institutional cooperation with local self-governments to engage local youth councils [established according to the Law on youth participation and youth policies], and to address youth participation at national level through joint event for young people and decision makers. The project will contributed to improving the general condition of young people in the country and a better future for them. The participation of young people in the creation of youth strategies is a signpost and gave clear instructions to local governments on how to move the development of the local community and the improvement of the general situation, specifically and focused through the prism of youth and youth issues. In addition, the project addressed young people as a resource, not as a problem to be solved, but by focusing on young people as a resource focusing on long-term solutions, identifying needs and developing policies to enable young people to realize their full potential as citizens. The proposal directly contributed to building cooperation between the Youth Councils of the municipalities and the youth and it contributed to the improvement of the general situation of the youth in the country and thus strengthening the role of the youth for effective participation in creating public policies at the local level and national level, a sense of ownership contributed not only to the youth, but also to all citizens in the country.
