ASCETIS: The increased level of stress during crisis and the long periods of confinement measures increased the number of young learners suffering of addictions . Addictions to digital games been observed at 50% of learners, and the number of 50+ learners suffering of Substance Use Disorders been alarming increased after the covid 19 crisis. The number of nicotine dependents was 70% among teachers and learners and the number of adults abusing of alcohol was also increased. This situation at local level in that period been worsened by very few educational programs based on arts and communication offered to youngsters and adult learners. We had to help them to get socialization and personal development. In AAA Regional Center of Aesthetic Education: the number of cultural event collaboration was very low comparing with the period before the pandemic crisis. Moreover Mitra was confronted with larger number of migrants and in Eesti was need for more active involve of learners in society and environment protection.
