Background

Tartu Hiie School is a state-governed primary school where students with hearing and speaking difficulties from all over the country acquire education at ages from 3 to 19. It is a unique place where there are 282 students and 95 teachers. There is an Expertise Centre that provides rehabilitation and education consulting to the students with hearing and speaking difficulties, their parents and to the specialists working with these children. According to the development plan the school enables teachers to work in an inspiring environment and to apply contemporary methods. Favourable learning environment makes teachers and students` efforts productive even when students' potential is moderate. When it is rather easy to change the physical environment, the mental learning environment depends greatly on the teacher and her/his skills. This fact requires the teachers to constantly educate themselves in Estonia and also abroad. On the basis of Europe`s knowledge in inclusive education it is important for us to acquire knowledge especially from European teachers.
