Objectives

The Community of Municipalities of the island of Oléron noted during a recent diagnosis that its youth are hampered in terms of access to studies, leisure and culture. These obstacles to mobility are accentuated by an inappropriate transport offer. In addition, its insular character increases the difficulties for young people to live sustainably in the region. These findings are similar for the Comarca de Jaca, located in the Spanish Pyrenees. These connections have therefore led the two communities to join forces to work on joint actions (youth exchanges and cross-border meeting days) since 2021. The diagnostics carried out by the community of municipalities of the Ile d'Oléron have fueled the desire of local elected officials to encourage the involvement of young people in their territory and to work on the following three objectives as part of the Erasmus + program: - Objective 1: Fight against dropping out of school Dropping out of school is a complex phenomenon with multiple causes, school, family or personal. The ERASMUS+ observatory has shown the impact of participation in a project on risk limitation. Through non-formal education and the development or strengthening of skills, the individual will increase their self-confidence, their ability to take initiatives, their ability to deal with difficulties and will thus reduce their dependence on others. By promoting their openness to the world, young people will develop their ability to adapt, will build new benchmarks for comparison with their own situation, and will be better able to deal with complex situations. The increase in the skills of youth supervisors will facilitate the support of young people, for preparation for departure, to help promote the achievements and learning of mobility, and will give a higher educational value to the project. - Objective 2: Promote conditions for fulfillment and success According to Glassmann (sociologist), educational success is what a child or adolescent achieves at the end of a given period, during which he has been subjected to educational action, and which is characterized by a good - physical and psychological being, energy available to learn and to undertake, an ability to use language effectively and to enter into relationships, an acquired awareness of what school can bring him and what he can expect from it, an open-mindedness to those around him and to the world. -Objective 3: Support youth initiatives The observation of failure in the engagement of young people must obviously be put into perspective; this is not very different from previous generations. The absence of volunteers within the associative world or the renewal of their members probably depends on the space left to newcomers, whether old or young. This involves questioning the place left to young people in the various decision-making bodies in the territory and working to take into account and promote ideas or opinions. The current project includes two youth exchanges (summer 2022) and mobility of youth actors (spring 2023), each with their specific objectives detailed below. >For youth exchanges: - Allow meeting and cultural openness between young people coming from two different countries. - Raise public awareness of the ecological impact on the coast in Oléron and in the mountains in Jaca and the different ways to fight against global warming. - Develop the critical thinking of young people by discussing shared themes. This double exchange of young people was naturally organized with the community of the Comarca de Jaca, a partner involved in the JRT 2021 organized by the CDC of Oléron, as the youth issues identified by the two territories resonated. Knowing the partner made the organization easier. > For cross-border meeting days: The JRTs aim to continue and deepen the dynamic of New Aquitaine/Aragon cross-border meetings by also opening them to Navarre and Euskadi, in continuation of the JRTs already organized in 2021. In 2023, they were organized in Jaca, in Spain, for the France-Spain host alternation, after having been hosted in Charente-Maritime in 2021. They aim to enable participating youth structures to create and strengthen partnerships, become familiar with European programs through the assistance of experts but also to encourage the birth of concrete projects by organizing meeting times, discussions and writing. We have chosen to focus these JRTs around a transversal theme: The inclusion of young people (the SDGs in 2021). We relied on the work and educational systems tested by youth actors and the example of local initiatives.
