The challenges faced by organizations and young people in Zadar County are diverse due to the different levels of development of the communities, and socio-economic and geographical differences. The results of the research "ORGANIZACIJE MLADIH I ZA MLADE U RURALNOJ HRVATSKOJ: Studija slučaja Ličko-senjske i Zadarske županije" indicate the relevant and realistic needs of youth organizations in the county, it raises the understanding of youth work in rural areas from the perspective of civil society organizations (as relevant actors), but it was necessary to find out and detect the needs of youth, especially youth from those areas where there are no youth organizations, there are no Youth Councils and there is a low level of involvement of young people in decision-making processes at local levels, as and young people from areas where there are youth organizations and infrastructure that supports youth work, and there are Youth Councils (but their involvement in decision-making processes and solving challenges concerning young people is questionable) to develop a program in which they are relevant stakeholders and young people were involved in the creation process. Youth from rural areas and youth with fewer opportunities (especially NEETs and young people with only a high school diploma) do not have sufficiently developed soft skills and are not familiar with basic tools and opportunities for inclusion in decision-making processes on topics that concern young people, and when they should to verbalize their proposals for improving youth work in their community, they often have problems turning the problem into a constructive proposal, which leads to frustration for everyone involved in the advocacy process, especially young people, and greater misunderstanding among decision-makers, young people and youth organizations, because often such conversations lead to a constant enumeration of problems without providing solutions and feasible activities that can improve conditions for young people. There is a need for young people to develop soft skills, adopt methods, and use tools that will help them more clearly define and communicate their needs to decision-makers during advocacy processes. In addition, young people need to be more informed about the youth council (its role in the local community, the opportunities, and possibilities that are provided if a person is involved in the work of the youth council, the responsibility that a young person has when he represents other young people in the work of the council, etc.), about the possibilities of influencing public policies concerning young people through public consultation, and to learn to use tools and methods for advocating their needs (such as campaigns). Also, there is a need to research the needs of young people and the challenges they face given the diversity of geographic (hilly and mountainous areas, islands, Zadar hinterland, coast) economic and social factors of Zadar County, and to increase the level of involvement of youth in the process of creating and evaluation of a strategic document that will provide clear guidelines for the development of youth work in Zadar County. In Zadar County, there are big differences in the (under)development of infrastructure and services for youth, which is why young people have unequal opportunities to develop their competencies, participate in social and cultural life, and in democratic processes. A small number of local self-government units have a local youth program, neither the center of Zadar County. The main aim of the project is to foster the development of youth work in Zadar County, especially in rural areas of hilly and mountainous regions, islands, and hinterland based on evidence and a clearly defined vision. The specific objectives of the project are: - To develop the Program of Development of Youth Work in Zadar County by involving all relevant stakeholders in the development processes, especially youth, youth organizations, and decision-makers. - To provide uniformity of development policies for youth to ensure an equally supportive environment for youth from rural, island, and urban areas of the county. - To increase the knowledge and skills of young people in the field of advocacy, inform them about the possibilities and opportunities for participation in the development of public policies concerning young people, and motivate them to actively participate in social and democratic processes.
