The CCH has defined local needs in the Cultural Strategy of HR County. These goals can be grouped along the 5 pillars of the EU Framework for Action on Cultural Heritage. In the survey we conducted with heritage actors, we identified the following needs: hard to engage and mobilise local people, generation gaps, lack of communication skills, lack of 21st century skills (language, digital, sustainability). Knowledge and competences that the respondents need: becoming more innovative being inspired by good practice from other countries, better digital skills, innovative communication to reach younger generations, gamification, intercultural communication. Opinions regards to organize a blended course: 76% of respondents would appreciate a personalized training, mentoring cultural communication course in Romanian and English language, 92% would you like to know how Dutch rural heritage professionals valorize their cultural values to locals and visitors, 92% of respondents would like to take part in a study trip in the NL. We responded to these needs by: a blended training, good practice collection, pilot projects, transnational mobility of cultural actors (volunteers, municipality employees, cultural managers).
