Objectives

In accordance with the new Erasmus Policy Statement - EPS statement adopted in 2020 and the updated Mid-term Development Strategy of the University of Primorska (UP), we have shifted the focus at the university from achieving the number of mobile people to ensuring the quality of the implementation of mobility. There were significant developments in the field of internationalization. For better integration of foreigners, we have established a "welcome center" and "mixing space", which brings together slovenian and foreign students and researchers, both regularly enrolled or employed at UP, mobile students as well as visiting staff. By reorganizing individual departments at the Rectorate, we redefined individual responsibilities and included more departments in support (we assigned a greater role to the Admission Office, with the establishment of the Project Office, we divided international content and project activities, we have strengthened the cooperation with the Erasmus Student Network - ESN, etc. ). All UP events are international, which is why the Promotion Group, which unites all the Communication Services, has been involved to a much greater extent in the promotion of mobility and the organization of events for mobile students (incoming and outgoing). All university communication takes place in Slovenian and English at all levels, which increases the possibility of understanding and inclusion. The Erasmus+ program otherwise plays a central role in the mobility of students and administrative staff, while other sources of co-financing participation in mobility are also available to teaching and research staff. In this project too, we achieved a comparable number of mobile persons from the previous project, with a greater focus on co-financing the long-term mobility of students for the purpose of studying (84 students). In doing so, we granted more than half of the students an inclusion supplement, thereby encouraging inclusion in the Erasmus+ program to a wider number of participants, and thus working to increase the accessibility of the program, for as large and diverse participation as possible, and to promote equal opportunities for participants with fewer opportunities. Mobility takes place on the basis of bilateral agreements with partner institutions and on the basis of a tender prepared by the UP Project Office. The selection of candidates is carried out by the appointed commissions at each faculty, only the selection of personnel for the purpose of training takes place at the university level, because in this way we want to more comprehensively approach the achievement of the goals of the university's mid-term development strategy. The appointment of one commission at the central UP level enables to select candidates, whose mobility goals, in addition to general training in the field of work, strengthening skills and knowledge, also contribute to the achievement of the goals of the university's strategy, among which is integration into the Transform4Europe European University (T4EU), of which UP became a full member in 2023. All selected participants are informed about the documentation that must be prepared before the mobility (learning/traineeship agreement; mobility program) and submitted after the mobility. Special information days are organized for the mobility of students, and they are also given the opportunity to check their language skills in the framework of On-Line Language Support (OLS). In this way, UP ensures that outgoing mobility participants are well prepared for mobility in accordance with the principles of the ECHE Charter. Mobility coordinators are also available to all incoming mobility participants by e-mail, telephone and via social networks. Support for incoming staff preferably refers to the coordination of the mobility program and advice on accommodation and travel to Slovenia or to UP. Several different support activities are organized for incoming students. The most comprehensive ones are the Orientation Days, which UP organizes before each semester. Representatives of the UP Student Organization and the Student Council and the Erasmus Student Network Primorska - ESN are also involved in these activities. Incoming participants are provided with the same academic treatment and services during mobility as domestic students, without charging additional costs, in accordance with the ECHE Charter. After the mobility, UP issues certificates of completed study obligations to incoming students within five weeks at the latest and in accordance with the signed bilateral agreement. For outgoing students, in accordance with the signed Learning Agreement/Traineeship Agreement, full recognition of the agreed obligations performed abroad is guaranteed. The period of mobility is also recorded in the Diploma Supplement.
