Objectives

According to survey data, up to 43% of young people expressed a lack of trust in their local municipal government (M. Polešenský, Iuventa, Conference Are Children Only Our Future?). This trend was confirmed in practice through our youth work at KC PRIESTOR, where we have been engaging with children and young people aged 11 and above (starting from sixth grade) since 2016. The reasons most often cited for this distrust included information consumed via social media—some of which was accurate, while other content amounted to misinformation or even fabricated hoaxes. In addition, young people reported a lack of meaningful connection with local government, both in online and offline environments. They did not know the individuals elected to represent them, lacked awareness of municipal competencies, and were often unaware of their own rights or the influence they could exert over the city's functioning. On the other hand, municipal representatives who were expected to advocate for the rights and needs of young people often did not have a clear understanding of this demographic. Civic organizations working with youth in the city of Sereď were engaging with young people on a regular basis. However, a shared impulse was needed to foster collaboration and to jointly advocate for youth policy development within the municipality. Following meetings with school representatives, a clear interest emerged in non-formal education initiatives, particularly those aimed at developing key life skills among students. These initiatives were seen as crucial for increasing self-confidence, building a safe and supportive peer community, and strengthening young people's relationship with their city. At the same time, the increasing spread of disinformation and hate speech on social media was negatively impacting relationships among young people. As stated by Eva Kubicová, a representative of J. Fándly Elementary School in Sereď: "Even at this age, differing opinions were able to polarize students. They lacked the skills to effectively argue, to distinguish hoaxes, or to critically assess the information they encountered online or heard from peers. This often caused disruptions not only in the classroom, but more importantly, in their interpersonal communication. Even then, for example, we observed that the war in Ukraine only intensified this polarization." In response, the project aimed to establish a healthy, diverse, and empowered community of active young people, strengthened through non-formal education. This community would be capable of articulating and representing youth needs to the municipality, acting as a watchdog, and contributing to the development of youth-oriented initiatives that are relevant and attractive to people under the age of 30. Project Objectives and Key Actions: 1: Establishment of a Youth Parliament Creation of an independent civic association—the Youth Parliament—dedicated to advocating for the rights and needs of young people under the age of 30 in the city of Sereď. The parliament is to have a minimum of 10 active members by November 2024. 2: Strengthening Cooperation Among Youth Organizations Enhancing collaboration between youth organizations, organizations working with young people, and young volunteers, with the aim of creating a local youth network that supports the functioning of the Youth Parliament and promotes youth volunteerism. 3: Capacity Building Through Education Improving personal, social, civic, and digital competences of 150 workshop participants, including elementary school students in Sereď and members of the general public, with the goal of fostering active participation in democratic civic life at the municipal level. 4: Development of a Memorandum of Cooperation Drafting and signing a formal Memorandum of Cooperation between the Youth Parliament, active youth organizations, organizations working with youth, and the City of Sereď, aimed at ensuring the recognition of the Youth Parliament and supporting its operational sustainability.
