In Project 2023, TU Dortmund University (TUDO) pursued the clear goal of increasing the number of students and employees who spend time abroad as part of the Erasmus+ program while further improving the quality of the program, especially with regard to the focus on “equal opportunities for mobility.” In addition, TUDO aimed to use the funds from the 2021 to 2023 calls as efficiently as possible, so that the mobility figures recorded here differ from the actual mobility figures for the 2023/2024 academic year. A further objective was to strategically integrate the key topics of the current program generation and the opportunities (e.g., international mobility; BIP) and prioritize them. The project was intended to make optimal use of all facets of the new program generation and the financial opportunities within the scope of the available funds, so that TUDO students and employees would benefit directly. Following the preliminary notification of approval for the 2023 project and the status of registered mobilities, it was clear that the approved funds would not even be sufficient for SMS semester and annual stays with a reduced number of funding months. Thus, topics related to overcoming the unexpected challenges of low funding allocation with a high number of outgoings eligible for social top-ups and the unreliable functioning of the EU tool dominated. TUDO then wanted to achieve funding that was as fair as possible and based on priorities, without causing damage to the ongoing advertising measures for certain program lines. Ultimately, these cuts were cushioned by the skillful use of funds from other calls, subsequent approvals, and internal interim solutions, so that student and staff mobility could be financed on the whole.
