The University of French Polynesia (UPF) has been implementing the Erasmus+ programme for several years under Key Action 131, which aims to promote the international mobility of students and staff in higher education. This initiative is fully aligned with the university’s internationalisation strategy, driven by the Narua project, for which UPF has been a PIA4 (Programme d’Investissements d’Avenir) laureate since 2022. This eight-year project seeks to open the university to the world, strengthen its international attractiveness, and anchor French Polynesia within the scientific and academic cooperation networks of the European and Indo-Pacific areas. In this context, the Erasmus+ programme serves as a key instrument for implementing the Narua project, by supporting mobility activities, fostering partnerships, and enhancing staff skills development. The year 2023, however, was marked by a complex management situation, due to the coexistence of two active grant agreements, which led to overlapping financial periods and a temporary decrease in performance rates. This project therefore aimed primarily to strengthen the administrative and financial management of mobilities, optimise the use of allocated funds, and improve the anticipation and planning of future mobility activities. To address these challenges, several strategic objectives were defined: Strengthen the administrative and financial quality of Erasmus+ mobility management, Optimise the use of funds, Clarify procedures for students, academic coordinators, and administrative services, Improve forward planning of future mobilities (calendar, funding, contracts), Integrate inclusion, sustainability, and professional development dimensions into all mobility actions. In 2022, UPF recruited a mobility officer with the aim of developing institutional expertise in Erasmus+ management. Her role was to support the university in the optimal implementation of the programme, by structuring internal processes, harmonising administrative practices, and designing clear procedures for students, academic staff, and partner services, while improving communication with beneficiaries. Following the Erasmus+ National Agency webinar held on 11 June 2024, and with guidance from the project officers, UPF reviewed its budget management strategy to ensure that each grant now corresponds to a single academic year. This reorganisation aims to guarantee a higher performance rate in future projects and ensure a more balanced distribution between student, internship, and staff training mobilities.
