ACLI APS aims to support citizens and protect the right to work. In recent years, it has been committed to supporting the new generations, who are facing an extremely challenging economic and employment landscape. In Italy, according to ISTAT data, the overall youth unemployment rate rose to 23.7% (+1.6 percentage points) in September 2022, making it the third highest youth unemployment rate in Europe (Eurostat data). For this project, a strong involvement of the “Giovani delle ACLI” (Young ACLI Members) has been planned. This is the section of the association specifically dedicated to promoting the engagement of young people under the age of 32 through educational and political training pathways, aimed at encouraging civic engagement and active citizenship. The Giovani delle ACLI are present in all regions of Italy, counting more than 25,000 young members and having built a wide and diverse network of collaborations both nationally and beyond. YEP was created following a detailed analysis conducted by the National Coordinators of the Giovani delle ACLI, based on the outcomes of the 2021–2022 biennium. During those years, a widespread activity of dialogue and engagement with young people was carried out on topics relevant to them, mainly from a European perspective. This included local and provincial events for awareness-raising and information on youth policies, training camps that brought together young people from across Italy with national experts, and an Agora held in Brussels at the European Parliament and the European Commission. These activities concluded with the collection of feedback and personal reflections from each participant, from which action guidelines were drawn up for future activities of ACLI APS and the Giovani delle ACLI. In general, the needs expressed by the young participants were as follows: To have a real opportunity to express their opinions and needs directly to public administrations and institutions; To experience how political and social participation can influence the well-being of local communities and the lives of younger generations; To experiment with new, more participatory and engaging training methods; To receive more support in the phases of orientation and entry into the workforce—support that is less theoretical and more experiential, with real encounters with local organizations and concrete understanding of the policies that affect them; To access decent work, free from exploitation or discrimination. GENERAL OBJECTIVE of the project: To contribute to youth empowerment in Italy by addressing the themes of education and employment, considering that young people in Italy are a minority without representation, whose many issues do not receive adequate attention. The project was based on activities already tested by ACLI and GA, particularly the structuring of themed local events and a final Agora. However, following the needs analysis, it also proposed: An initial phase of widespread dialogue with individual territories to identify guidelines and specific themes to be addressed throughout the subsequent project activities; A training program aimed at young leaders and representatives of partner organizations, to be carried out simultaneously in the Northern, Central, and Southern macro-areas. This training would support them in acquiring knowledge and skills to meet the specific needs and objectives of the project, useful both for the labor market and for fostering youth engagement in their home regions. Specific Objectives: OB1 – Facilitate young people’s access to work in the national context by providing tools on business management, active labor policies, and employment opportunities. OB2 – Engage NEETs (Not in Education, Employment, or Training) in youth activism and employment guidance programs. OB3 – Ensure that young leaders acquire basic knowledge and skills for structuring effective and innovative youth participation initiatives at the local level. OB4 – Develop young people’s skills in Leadership, Event Organization, and knowledge of European Opportunities and Policies. OB5 – Enable young people to engage directly with institutions and businesses, both locally and nationally, on issues of education and employment. OB6 – Support dialogue among young people from different regions for the exchange of best practices, needs, and policy recommendations. OB7 – Expand and strengthen the ACLI partnership network in the context of projects or activities aimed at improving the lives of young people in Italy.
