Objectives

The objectives of Persona – I'm, I will be (PIWB) were intended to meet the core objectives of youth mobility and exchanges set out in the Erasmus+ Program Guide. It intended to promote intercultural dialogue and learning and awareness of being European citizens, develop young people's skills and attitudes, reinforce European values and eliminate prejudices and stereotypes, and raise awareness of socially relevant issues, thereby stimulating involvement in society and active participation. It sought to achieve all this through the non-formal training of young people at risk of exclusion, based on their communication skills, particularly in the field of English, through non-formal education activities. In a transition phase in which the COVID-19 pandemic has cut off most opportunities for international mobility, young people at risk who do not speak any foreign languages other than their native language have seen their opportunities for intercultural experiences, international non-formal learning, and synergies through transnational cooperation projects further reduced. It was therefore important to prepare for the future and create new platforms for intercommunication and international non-formal learning after the pandemic for young people who are victims of exclusion due to their social situation and the fact that they don’t speak any foreign languages. At PIWB - I'm, I will be, we were committed to introduce English through non-formal learning processes and intercultural education as a way of combating the reality of exclusion faced by the young people in our project. The English language and its practice are essential today. Globalization has strengthened its status as a fundamental learning tool. English is the most common foreign language taught in schools and is used daily in our travels, our business, etc. Data from the EF English Proficiency Index (EF EPI) report show that Portugal is the 12th best country for English language skills, with a positive growth trend in terms of English proficiency, with most English language skills found among young people. Despite these data, the reality experienced by young people from minority and ethnic groups, young people from at-risk backgrounds such as social housing estates or more rural areas, and at-risk foreign youth communities, namely Brazilians, Chinese, and young people from Eastern European communities, is not the same. These were young people who still had difficulties using the English language, which caused them apprehension and prevented them from participating in exchange experiences due to their fear of not being able to communicate. In addition to all these problems, there are also the economic and social difficulties, and even cases of exclusion, that these young people face, which exclude them from the European ideal and perpetuate the impossibility of full integration into the European Union. Within the group of young people we work with on a daily basis, we encountered a group of more than 110 young people (from the various organizations involved) who, in addition to being young people with fewer opportunities, face three far-reaching problems: low levels of academic success, marked by constant failures (more than 40 have failed at least twice), disciplinary problems, and cases of truancy; the fact that they do not speak any foreign languages; and that they have never had any kind of international exchange experience. Based on this reality, PIWB emerged as a strategy to promote intercultural communication, one of the most important components of European citizenship. This project aimed to give these young people the opportunity and ability to experience mobility, exchange experiences, and access opportunities generated by the European Union, from exchanges to projects promoting participatory democracy with young people. For these reasons, the “PIWB - I'm, I will be” project aimed not only to improve English literacy in a non-formal education context, but also to provide these young people with limited opportunities with their first experience of intercultural dialogue, as well as to introduce the idea and model of a participatory and responsible European citizen, developing their social communication and social mobility skills.
