Objectives

The EMPuRRA – Regenerative Rural Youth Empowerment project was created to address the specific challenges faced by young people living in the rural municipality of Odemira, one of the most geographically dispersed and socially diverse territories in Portugal. Many young people in the region experience geographic isolation, limited mobility, reduced access to opportunities, low levels of participation, and a lack of spaces for expression and civic engagement. The project aimed to empower rural youth, strengthen their connection to the territory, and create meaningful pathways for participation at local and European levels. By combining non-formal education, ecological awareness and structured dialogue, EMPuRRA sought to promote values of active citizenship, sustainability, inclusion and creativity. More specifically, EMPuRRA pursued the following objectives: Increase youth participation in local decision-making by creating accessible, engaging and youth-friendly spaces for dialogue with institutions. Promote ecological and regenerative thinking, linking environmental education with personal and community development. Strengthen the sense of belonging and identity among young people living in remote rural parishes. Foster inclusion by reducing barriers linked to geography, socio-economic conditions and multicultural backgrounds. Develop key competences such as teamwork, communication, initiative, creativity and democratic awareness through hands-on and experiential learning. Support youth-led ideas and initiatives, enabling young people to imagine, design and activate projects that respond to local needs. Build long-term cooperation between youth, civil society, schools and the Municipality of Odemira, reinforcing trust and continuity. Increase awareness of European values and opportunities, showing how Erasmus+ can contribute to rural regeneration and youth empowerment. By implementing 13 interconnected activities—ranging from school outreach to residential camps, community workshops, democracy events and structured dialogue sessions—the project worked to transform participation from an abstract concept into a lived experience. Ultimately, EMPuRRA aimed to show that young people in rural areas are not passive beneficiaries but active agents of ecological, social and democratic change, capable of shaping the future of their communities.
