Objectives

The project aimed to empower indigenous/minority youth (Sámi, Seto, Võro, Mulgi) aged 16–26 by developing them into cultural ambassadors who strengthen their identity, confidence, and role in preserving their heritage. Through study visits, cultural exchange, and active involvement in the European Capital of Culture 2024 programs (Tartu and Bodø), the project fostered transnational networks and intercultural dialogue between Finno-Ugric youth. It sought to collect and share best practices for engaging young people in cultural and language revitalisation, contributing to the UN’s Indigenous Languages Decade goals. By involving youth in meaningful ways and enhancing cooperation between key cultural institutions, the project aimed to create long-term impact, strengthen cultural continuity, and leave a lasting legacy for both ECoC regions and beyond.

Background

The project was initiated to address critical and intersecting needs identified within minority and indigenous youth communities in the regions of Southern Estonia (Setomaa, Võromaa, and Mulgimaa) and Nordland, Norway (Sámi). The overarching motivation lies in preserving and revitalising unique Finno-Ugric cultures and languages—especially among the younger generation—while fostering a strong, transnational support network through the framework of the two European Capitals of Culture Tartu 2024 and Bodø2024. Key needs adressed: 1) youth engagement and empowerment 2) cultural knowledge gaps and language revitalisation in Seto, Võro, Mulgi and Sami communities 3) lack of institutional structures to gather and support minority youth in Estonia 4) regional and organisational development needs 5) intercultural and transnational collaboration The application was driven by the need to support cultural survival, youth empowerment, and cross-border solidarity among minority communities, ensuring these cultures thrive through and beyond the European Capital of Culture year.
