As part of the "Come on, say it" project, implemented in 2020 and 2021, the City of Kastav identified a low level of youth involvement in economic, political, and social processes, as well as in volunteer activities. Through project activities involving young people aged 13 to 30, which included youth information activities, project development workshops for youth, and the implementation of youth projects, progress was made in addressing this identified issue. However, the project's impact deviated significantly from the planned outcomes due to the COVID-19 pandemic. Given that the identified problem still persists, and the City of Kastav has a need and desire to create a Local Youth Programme to focus its policies and actions towards young people, the project proposal "Come on, say it 2" (HARE2) envisions activities aimed at motivating a significant number of young people in the local community to engage in economic, political, and social processes. The result of the project was to be a participatory Local Youth Programme. Furthermore, the project activities are designed to identify specific issues facing young people and youth representatives in the City of Kastav, so the resulting Local Youth Program, as well as the sensitisation of government representatives and city administration, will significantly contribute to addressing these identified problems. The implementation of the project was to have a positive impact on empowering youth representatives, their work perception, and the operational work of that body. Moreover, participation in social and political processes can generally lead to an improvement in the quality of life for young people. For this reason, the project was designed to be interactive, inclusive, and directly relevant to the interests and needs of young people. Ultimately, the project was supposed to have broader social and cultural implications that would benefit young people beyond the project activities themselves. This would create a more favourable environment for the development of young people in the community and promote their active role in society. In line with the stated objectives, the general aim of the project was to empower young individuals from Kastav to actively participate in the community and increase their level of involvement in shaping local youth policies. This leads to two specific objectives: 1.) Develop the Local Youth Program for the City of Kastav 2025-2030, and 2.) Empower the Youth Council of the City of Kastav and the Student Council of Milan Brozović Elementary School in Kastav for active engagement within the community based on identified youth needs, with a focus on involvement in the creation of local youth policies.
