We wanted to implement the project in order to respond to the real and clearly identified needs of young people in Petrinja, as well as to the needs of the local government in the context of post-earthquake recovery and revitalisation of the city. After the devastating earthquake at the end of 2020, the City of Petrinja has been facing numerous challenges, with the priorities of the city administration focused on infrastructure reconstruction and addressing humanitarian needs. In such circumstances—especially considering the very small number of organisations and initiatives working with young people in Petrinja, the absence of a City Youth Programme, and the lack of sufficient capacity within the local government to independently design and implement one—we wanted to offer a concrete solution. Starting from this situation, the main intention of the project was to initiate a structured process for developing a City Youth Programme based on the real needs and priorities of young people in Petrinja. We aimed to lay the foundations for long-term, systematic, and participatory youth policy planning, instead of ad hoc activities without a strategic framework. The first objective of the project was to ensure that the voices of young people are truly heard. To achieve this, we conducted extensive needs mapping through a large online questionnaire and a series of thematically targeted focus groups, in order to gain clearer insight into their living conditions, challenges, interests, and priorities. In this way, young people were given the opportunity to actively participate in shaping policies that directly affect them, while the City was provided with relevant and reliable data. The second important objective was to empower young people for dialogue with decision-makers and to motivate them to actively participate in creating change within their community. Through our previous work with youth, we observed that many are not informed about the work of the Youth Council or about opportunities to engage in decision-making processes, and often feel that their opinions do not matter. Through this project, we aimed to change that perception, develop their participation competences, strengthen their self-confidence and sense of responsibility, and build a bridge between young people and local authorities. The third objective was to promote EU values and inform young people about the opportunities available to them at the European level. Through project activities, we sought to bring closer values such as democracy, participation, solidarity, and active citizenship, as well as opportunities arising from European programmes and initiatives. In doing so, we contributed not only to local development but also to strengthening the European dimension of active youth participation. Overall, the project aimed to contribute to creating a more inclusive, transparent, and participatory environment for young people in Petrinja. Through the process of developing the City Youth Programme, we sought to establish the foundations for long-term cooperation between young people, civil society organisations, and the local government, and to ensure that young people are recognised as equal stakeholders in the recovery and future development of the city.
