Objectives

he present project was based on an important need related to the lack of compliance with European standards, values, and rights regarding equal opportunities for young people in accessing positions within local public administration. This need was researched and analyzed before the project was developed. The project started from the idea of encouraging young people to get involved in the development of measures in the field of equal opportunities. Equal opportunity is one of the fundamental principles of the European Union. Through equal opportunity, equal chances are ensured for all citizens, regardless of gender, race, ethnicity, religion, sexual orientation, age, or any other personal characteristic. This includes, among other things, eliminating discrimination, promoting diversity and inclusion, and encouraging equal access to education, employment, and other resources. The aim of the project was to strengthen the dialogue between young people and local public decision-makers in order to identify measures to ensure equal opportunities for young people’s involvement in politics, at the deliberative level. The project sought to improve collaboration between young people and decision-makers in the local community, in order to familiarize them with the process of developing measures to promote equal opportunities. At the same time, it aimed to increase young people’s awareness of the basic principles of local public administration, especially regarding employment in the public sector and the promotion of equal opportunities. The project offered young people opportunities to participate in activities within civil society. The project also aligned with three of the EU Youth Dialogue objectives: O2 – Equality for all genders, O3 – Inclusive societies, and O4 – Information and constructive dialogue. Additionally, it supported two program objectives: O1 – to provide young people with opportunities to get involved and learn how to participate in civil society, and O4 – to bring together young people and decision-makers at local, regional, national, and transnational levels. The project included the organization of information and consultation sessions with young people, the facilitation of dialogue between them and local public decision-makers, as well as the organization of a workshop aimed at creating a framework for collaboration between youth and local authorities in order to jointly propose measures to ensure equal opportunities for young people wishing to access positions within local public administration. As part of the project, 100 young people from Olt County were involved in activities focused on presenting concepts related to equal opportunities for youth, equal opportunities within local public administration, public sector employment, and the principles that govern these processes. The young participants were divided into three groups, and meetings were held in three towns within the county: Slatina, Caracal, and Drăgănești-Olt. Following these activities, 25 young people were selected to participate in a dedicated workshop aimed at proposing measures to ensure equal opportunities for youth employment in the local public administration. In order to prevent discrimination based on the participants' background and to promote equal opportunities, the project's target group consisted of young people aged between 14 and 25 from Olt County, regardless of gender, ethnicity, social background, or other personal characteristics. The 100 young people involved in the project were selected to ensure gender equality – 50 male and 50 female – all aged between 14 and 25 and having completed secondary education. As they were at the beginning of their professional careers, they showed both interest and motivation to participate in the project. The activities were carried out in the towns of Slatina, Caracal, and Drăgănești-Olt. Out of the 100 participants, 25 were selected to take part in the final workshop of the project, based on an evaluation of their applications as well as observations made by the organization’s members and facilitators during the first round of activities, regarding the participants’ level of engagement and motivation. The distribution of these 25 young people was as follows: 10 male, 10 female, and 5 of Roma ethnicity, all aged between 14 and 25. The division of participants according to gender, ethnicity, and background aimed to ensure equal opportunities within the project and to promote the social inclusion of young people with fewer opportunities. Thus, the final intention of the project was to increase the level of participation and involvement of young people at the deliberative level (through their engagement in political parties or participation in local elections for positions in the Local or County Council), as well as to provide them with basic information regarding the ways to engage in local public administration at the executive level, within local public institutions.
