Objectives

How threatened is culture in Europe? Based on this premise, over the course of the 7 days of the meeting we have held different workshops and surveys to delve into the right of access to culture for young people, their future employment opportunities in this sector within the European framework, the state of Culture in Europe and carried out an analysis together with different cultural spaces to collect what is happening in Europe today and from there, begin to make decisions at a local level to protect access to culture, with a focus on the youngest and those with fewer opportunities, such as the migrant population or depopulated areas. During the past 2024, protests in culture have been a constant throughout Europe. The reasons? Let's cite some examples: in Berlin, the German capital, 130 million euros have been cut in subsidies to the cultural sector. In the Loire region, in the north of France, cuts have reached 100 million, leading to intense demonstrations. The cuts to culture in Europe have resulted in thousands of people losing their jobs in the sector. On the other hand, cultural institutions throughout the country are threatened by questions of political ideology. In Slovakia, the Minister of Culture, a member of a nationalist party, dismissed several leaders of public institutions last summer for being "too critical" of the government. In our country, the cuts in culture are taking place in a large part of the territories. But the most significant thing is the closure of cultural spaces: without spaces for production and creation, there is no possibility of being able to develop artistic activities. In our city of Zaragoza alone, models and/or spaces such as Harinera ZGZ, Etopía, El Túnel, the CSC Buñuel and the Centro Musical Las Armas, all of them municipal public spaces, have been closed in just 12 months and without any alternative provided for the continuity of cultural practices in a city of 700,000 inhabitants. The reflections on the topics discussed have been presented at: - Harinera ZGZ (a space with the 2019 Eurocities Award for citizen participation, Gold Medal of Fine Arts in 2025). From 2016 to May 2024, our association was one of the 11 resident projects of this unique space, an example of citizen participation thanks to its co-management model between the Zaragoza City Council, the Llámalo H Collective (made up of local artists, residents of the neighbourhood...) and cultural agents of the area. The current City Council team decided in May 2024 to "evict" the groups, artists and social and neighbourhood entities that participated in its management and the space remains open, but is managed directly by the City Council and its technicians, thus eliminating any possibility of participatory democracy. The significance of the change in management of Harinera ZGZ was such that during the last days of collective management of the space, such important personalities as Jordi Martí, Secretary of State for Culture, or Jazmín Beirak, Director General of Cultural Rights or Jaron Rowan, among others, attended Harinera ZGZ. Due to the symbolism of what this space was and the importance of its loss as a practice of participation and democracy, we wanted the main presentation of the document to be held at Harinera ZGZ, inviting political agents linked to the area of culture, as well as other cultural agents, to the event. The event took place on November 14, 2024, and was attended by, among other agents, Manuela Villa, Director General of Cultural Affairs of the Presidency of the Government. - Sistema Europe. Our organisation belongs to the El Sistema Europe network, an organisation that brings together different movements inspired by the pedagogical model of the Social Orchestras of El Sistema, created by Maestro Abreu in Venezuela more than 50 years ago. The reflections on the research of the meeting were shared at the annual El Sistema Europe conference, so that the more than 30 organisations that are part of this movement had access to them. Our wish is that from this work of collective reflection and research, new and more in-depth work and projects of debate and reflection on European cultural rights for young people can be undertaken.
